Key Responsibilities:
The Programme Officer position, as part of the WV Emergency programmes function, provides technical support in order to ensure that WV adheres humanitarian standards on quality and accountability. Programmes support shall cover needs and context assessment, designing and proposal development, planning, monitoring/reporting, including gathering of feedback from response participants, and analysis of response information to improve quality of response programming and activities. This position works collaboratively with other units in the Response.
Major Responsibilities and Activities:
Assessment and Context monitoring: Supports MEAL Officer in facilitating assessment processes and on-going needs assessment of the affected population in the response areas.
- Monitors and gathers contextual information on developments and situation in disaster affecter location and response areas.
- Ensure that analysis results and feedback and provided to Response management and other appropriate units/teams within the Response.
Supports MEAL Officer in ensuring humanitarian accountability standards and guidelines observed in the response, especially in the following processes
- Information Provision and community engagement.
- Beneficiary selection process.
- Response implementation activities.
- Ensure all feedback received by the Response team are logged and tracked until resolution in the Community Feedback registry and be prepared to address any information needs of the community.
Ensures compliance to response monitoring requirements
- Regular updates Response Monitoring Report to provide the latest information on Response Reach.
- Sex and age disaggregated reach are consolidated by distribution date, location, and humanitarian sector.
- Donors requirements including timelines, reports, protocols, distribution reports, MOV’s and other needed documents and processes are properly documented and submitted on-time.
- Supports other response monitoring activities.
Ensures Response information are managed well to support Response management decisions and reportorial concerns
- Consolidates the response daily update and draft situational reports for submission to management.
- Ensures organized filing of Response information and documents based on WV File Management guidelines and ensures timely submission.
- Works collaboratively with Response team members for other related tasks and actively participates in team activities.
Qualifications:
- Bachelor Degree in Business Studies/Management, Social Sciences or other related fields.
- At least 1-3 years of relevant experience in MEAL roles within humanitarian or development organizations.
- Knowledge in MEAL systems and frameworks, Data collection, processing, and analysis, accountability and feedback mechanisms.
- Willingness to travel 70-90% of the time and be based in Cebu Province disaster affected locations.
- Physically fit and in good health.
- Fluent in Cebuano, Tagalog, and English.
