Key Responsibilities:

The Field Community Mobilizer plays a critical role in supporting World Vision’s Canadian Humanitarian Assistance Fund (CHAF) Project in earthquake-affected areas of Cebu. This position ensures that emergency response interventions are effectively implemented at the community level through active engagement, mobilization, and coordination with local stakeholders. The role focuses on facilitating rapid humanitarian assistance, promoting community participation, and ensuring that interventions are contextually appropriate, inclusive, and aligned with technical standards and organizational policies. This role contributes to restoring dignity, meeting urgent needs.

Major Responsibilities and Activities:

  • Adhere to the child and adult safeguarding protocol policy and other protocols required by LGUs in the conduct of the survey/interviews.
  • Report directly to Response Manager or designated lead in the field.
  • Support the implementation of the WV Earthquake Emergency Response by conducting validation of beneficiaries in the municipality of Medellin, Tabuelan, San Remigio and Bogo.
  • Attend the online orientation on the proper use of the validation/assessment tool. and Submit the scanned accomplished assessment tools to the response team and actively participate in the daily assessment reporting, feedbacking and updating.
  • Ensure the confidentiality of the information gathered from the respondents.
  • Perform other tasks as may be assigned.

Qualifications:

  • High School Diploma or equivalent.
  • 1–2+ years of experience in community mobilization, social work, and humanitarian field activities.
  • Coursework or Certification in Community Development, Social Work, or Humanitarian Response.
  • Basic training in data collection tools and field reporting.
  • Proven track record of building trust and maintaining long-term relationships with local leaders, stakeholders, and community members.
  • Skilled in field-level coordination, relief distribution, and logistical assistance during program implementation.
  • Experienced in data collection and reporting; proficient in beneficiary selection and validation using KoboToolbox and other data entry software.
  • Deep understanding of eligibility criteria for Shelter Assistance and Disaster Risk Reduction (DRR) protocols.
  • Experienced in working within high-stress, challenging environments, including extreme weather conditions.
  • Fully able and willing to travel frequently to remote or disaster-affected areas under difficult conditions.
  • Fluent in Cebuano and Tagalog; and working proficiency in English.
