This position reports to the Trusted Mission Payloads – Enduring Platforms (TMP-E) organization. The Program Manager/Value Stream Leader (PM/VSL) will be responsible for leading mission-driven programs that encompass the development, deployment, and support of fielded systems for the F-16 Aircraft. These programs require a PM with exceptional customer-facing and communication skills, political acumen to navigate competing customer priorities, and the ability to translate development and support requirements from overarching customer mission goals.

The Program Manager will oversee the execution of programs from inception to completion within the F-16 portfolio. The PM will hold responsibility for the profit and loss performance of assigned programs. Additionally, the candidate will contribute to the development and execution of product line growth strategies, focusing on increasing the win probability of both new and existing projects.

The PM will also oversee all current programs by collaborating with functional areas in a matrixed organization. Responsibilities will include orchestrating bid strategies, overseeing the development of proposal volumes, and leading capture and proposal teams.

This is an Onsite position based at our McKinney TX facility. Relocation is not provided.

What You Will Do:

  • Lead programs through all phases of contract execution.
  • Manage program cost, schedule, technical execution, and cost account management while supporting new business and proposals.
  • Lead opportunity pursuits from qualification to award, leveraging established capture processes and providing creative expertise.
  • Develop briefing materials and present at gate reviews to the Strategic Solutions leadership team.
  • Identify opportunities for process efficiencies, including automation, tools, and data reuse across corporate capability offerings.

Qualifications You Must Have:

  • Excellent communication and collaboration skills, including verbal, written, and presentation abilities.
  • Experience in risk assessment (both operational and programmatic), risk mitigation, cost account estimation, cost management, schedule management, and on-contract growth.
  • Typically requires: Bachelor’s degree and 8 years of prior relevant experience OR  Advanced Degree in a related field and minimum 5 years of experience
  • Proven experience leading multi-functional teams from proposal generation through contract award and completion, including managing cost, schedule, and technical aspects of a program.
  • Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
  • Strong background and experience in program management techniques, with full profit and loss responsibilities.
  • Proficiency in presenting program status using business and project management tools and procedures (e.g., IPDS, EVMS, IMS/IMP, Risk Management, Financial Forecasts, and EAC).
  • Working knowledge of program management best practices and processes, including capture management and proposal preparation.

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
