Job Summary: THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a PROGRAM ANALYST (TITLE 32), Position Description Number D1832000 and is part of the NC ANG, National Guard (ANG- 118th ASOS / PN 0088123534).

Major Duties:

  • As a PROGRAM ANALYST, GS-0343-11, you will be responsible for acceptance and certification of communications-electronics (C-E) systems and implementation of quality and reliability plans for assigned C-E systems; develop sampling plans and procedures for monitoring product certification decisions; independently evaluate the effectiveness of substantive unit programs and processes in meeting their established goals and objectives; analyze evaluation results on both a quantitative and qualitative basis to provide concise and objective information to identify mission strengths and weaknesses; develop recommendations to correct deficiencies or suggest program or process improvements for the organization; plan and design procedures to improve product and service quality; evaluate mission effectiveness; develop and administer a system of internal audits, evaluations, and checklists designed to ensure conformance with group and squadron mission; utilize comprehensive knowledge of implemented programs and their interrelationships to apply statistical analysis techniques to measure progress, efficiency, and trends impacting the effectiveness of the organization to meet the organizational goals and objectives; interpret a variety of technical requirements making independent judgments to determine organizational compliance with applicable regulations, procedures and practices; advise employees, supervisors, and managers on the evaluation of basic program policies, regulatory requirements, and procedures; provide the commander and supervisors with factual, objective assessments of a section's ability to perform the mission and develops recommendations for needed improvements; develop process, management, administrative, and technical evaluation plans for implementation by managers; recommend internal reporting and status tracking procedures to ensure adequate control in terms of deadlines, progress reports, and follow-up reports; conduct studies to ensure ground industrial safety, fire prevention and security standards are being followed; make recommendations, reviews responses and ensures that corrective actions are performed; responsible for development of training programs for assigned drill status personnel; perform other duties as assigned.

Qualifications: Military Grades: Enlisted (MSgt) Minimum Requirements: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems. Specialized Experience: Must have at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
