Job Summary: The employee will serve as the Program Analyst (Leadership Development), located in the Business Operations Department, Veterans Crisis Line (VCL), Veterans Affair (VA). The VCL is a 24-hour, 7-days-a-week, 365-days-a-year service aimed at connecting callers worldwide to a caring, qualified Veterans Administration employee. The VCL's mission is to provide 24/7, world-class suicide prevention and crisis intervention services to Veterans, Service Members and their family members.

Major Duties:

  • Major duties include but are not limited to: Contributes to the development of a leadership development program for VCL. Develops assigned program content based on identified learning needs and individual development plans, formal and informal surveys and assessments, feedback from supervisors, peers, and employees, and other feedback mechanisms. Participates actively in the development of career mentoring for leadership development. Analyzes employee's career goals, skills, and knowledge gaps, and matches individuals with appropriate mentors. Extends mentoring program to other VCL employees as needed. Applies knowledge of coaching and mentoring techniques to provide training as part of formal programs and to train other employees on becoming qualified coaches and mentors in VCL. Researches, interprets, and applies Office of Personnel Management (OPM) and VA handbooks, directives, policies, and regulations in the areas of leadership and employee development to participate actively in the development of a leadership, mentoring, and other formal and informal educational programs for VCL employees. Recommends and develops policies and procedures for VCL's leadership, mentoring, and other formal and informal educational programs for VCL employees. Advises employee, supervisors and managers on policy, instructions and procedures governing the overall management of the leadership, mentoring, and employee development programs. Writes regular communications concerning program data and accomplishments. Prepares and/or assists supervisor in preparing strategic documents, reports, formal briefings, presentations, memorandum, and other communications designed to keep senior leaders informed regarding educational and HR data, workforce analysis, trends, and concerns, succession planning, program results and improvements, emerging insights, program recommendations, and proposed action plans. Work Schedule: Tour of Duty is typically Administrative Hours. Tour is subject to change based on program needs. Compressed/Flexible Work Schedule: May be authorized upon supervisor approval after training per Agency policy. Remote: This is remote position. Selectees will work 100% of the time in a non-VA-owned space outside of the local commuting area of a parent station. The employee's workspace must be suitable for conducting business and as such, remote employees are expected to provide a secure, distraction-free home-based worksite with reliable high speed internet connectivity. The employee will be required to travel to the closest VA Medical Center or VA Outpatient Clinic for issuance of equipment, and as needed for technical support. Selectees will be required to self-certify that their remote workplace meets all safety, privacy, and internet speed requirements. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/12/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. In order to meet the minimum qualifications for this position, you must meet 3/4 of the following examples of specialized experience: Providing advice and guidance to management in developing employee and leadership development goals, objectives, and plans; Tracking workforce and succession planning program data to compile recurring program data reviews and updates; Developing work products, policies, SOPs, and other official documents used to improve professional knowledge and leadership skills, Serving as a coach/mentor, analyzing employee's career goals, skills, and knowledge gaps, and providing training as part of formal leadership development program. Preferred experience: Delivering learning content in virtual formats utilizing a variety of learning methods.
