Procurement Specialist

TSC is seeking a Procurement Specialist. The Procurement Specialist is a self-starter with a proven track record in sourcing and procurement.  This role is responsible for managing the end-to-end procurement process in compliance with federal regulations, including FAR/DFARS, while ensuring cost, quality, and schedule objectives are achieved. As an advocate of continuous improvement, you will execute the job responsibilities with a customer-focused approach.  

The ideal candidate brings deep understanding of government contracting, strong negotiation skills, and the ability to operate in a fast-paced, highly regulated environment. This candidate will operate, with limited supervision, in a cross-functional environment, and will directly interface with the Program Office, Engineering, Contracts, Pricing, Quality, Planning, and other parts of the organization. This position would be performed on site in TSC’s Huntsville, AL office.

Responsibilities:  

  • Lead procurement activities for assigned programs, including RFQs, negotiations, and purchase order issuance.
  • Review technical project requirements/requisitions/commodities and issue supplier solicitations with consideration to prime solicitation instructions and contract flow-downs.
  • Promote full and open competition to the maximum extent possible. Partner and support internal and external customers in justifying a sole or single source selection when competition is not feasible to meet program/project objectives (only one source, schedule, cost, and quality).
  • Perform price and cost analysis, including support for audits and proposal efforts.
  • Negotiate material/service offers, pricing, delivery schedules, purchase order terms and conditions, and credit terms with suppliers.
  • Evaluate, select, and award contracts to responsible and responsive sources of supply with consideration to FAR and DFARS regulations, and Program objectives. In addition, engage, influence, and improve supplier performance.
  • Collaborate with Engineering, Quality, and Program Management teams to meet technical and schedule requirements.
  • Track open orders ensuring the accuracy of data to facilitate a two/three-way match allowing for timely receipt and payment. 
  • Manage supplier relationships, including performance, risk, and delivery metrics. 
  • Communicate, update, and control critical information to keep stakeholders informed, particularly on issues that have the potential to adversely affect the project.
  • Ensure full compliance with FAR, DFARS, and company procurement policies and procedures, and maintain accurate procurement documentation to support Government audits.
  • Mentor junior Buyers and support continuous improvement initiatives within the Supply Chain Organization.
  • Other duties as assigned by Supervisor.

Required Qualifications:  

  • BS/BA in Supply Chain, Business, Finance, or related field.
  • 7 or more years of progressive years of experience in sourcing, negotiation, and procurement roles; US Defense industry preferred.
  • Strong working knowledge of FAR/DFARS, including flow-down requirements.
  • Experience with price/cost analysis, commercial item determinations, and supplier negotiations.
  • Familiarity with Government compliance requirements such as CPSR readiness.
  • Proficiency with ERP systems (e.g. Deltek CostPoint, SAP, Oracle, etc.)
  • Strong analytical, communication, and organizational skills
  • US citizenship with the ability to obtain and maintain a government security clearance.

Preferred Qualifications:  

  • Supply Chain Professional Certifications, NCMA/ISM preferred.
  • Demonstrate working knowledge of Enterprise/Material Requirements Planning (ERP/MRP), CostPoint experience strongly preferred.
  • Experience with Product Lifecycle Management (PLM) tool.
  • Knowledge of Contract Procurement Systems Review (CPSR) requirements and the ability to prepare compliant procurement files.
  • Background in sourcing complex assemblies, machined parts, or electronic components.
  • Proficiency in performing market research to determine the optimal strategy for procuring supplies and services.
  • Demonstrated ability to work independently and in a team/matrixed organization.
  • Highly organized, critical, and analytical thinker, excellent problem-solver.
  • Adaptable to change and highly resolved to overcome challenges.
