Compensation: $105,150.00 - $110,856.62/annually (Tessera's compensation strategy is to position new employees between the minimum and midpoint of this range, depending on qualifications and experience.)

Tessera is seeking a detail-oriented and proactive Procurement Manager to lead purchasing and inventory operations across the site. The Procurement Manager is responsible for all procurement, purchasing, and inventory management for materials, equipment, and subcontracts. This role oversees the full procure-to-pay cycle, including direct handling of subcontracts (both firms fixed price and indefinite quantity for minor construction), while guiding Supply Technicians and other personnel to ensure accuracy, compliance, and efficiency in all sites purchasing and inventory activities.

Typical duties include but are not limited to:
Preparation, purchasing, expediting, bid analysis, and invoice auditing for manufactured equipment and bulk materials.
Ensures end-to-end procurement process is efficient, effective, and compliant with the contract and regulations.
Works in tandem with the Production Manager to manage the full subcontract cycle including RFP and PO formulation, bid analysis, changes, modifications, and subcontractor payments.
Leads purchasing of equipment and parts using the Maximo system – receiving a Purchase request and completing the Purchase Order cycle including order, receipt and invoice matching.
Resolve issues with vendors and requesters as needed.
Mentor Supply Technicians who perform purchasing and inventory functions.
Complete and maintain purchasing digital data and forms, including bid requests, materials requisitions, purchase orders, logs, reports, trending.
Qualifications:
Bachelor's Degree is required.
5-8 Years experience in purchasing/procurement or subcontracting.
Ability to use Procurement Systems, Excel, Word and Outlook.
Possess effective verbal and written communication skills.
Requires a high degree of professional integrity, ethics, and confidentiality.
Maintain professionalism in both appearance and demeanor.
Preferred: Experience in federal purchasing and subcontracting including FAR/DFAR rules. Procurement and inventory management experience with a computerized maintenance management system (CMMS).

Must be able to lift and/or move up to 50 pounds.
May be required to reach, kneel, walk, stand, and use repetitive motion for several hours at a time based on position duties.
Work may require repetitive motion, reaching, lifting, kneeling, and walking. Standing or sitting for several hours at a time, climbing in and out of a vehicle, and up and down stairs may also be required.
Must have the perseverance to work effectively under pressure for extended periods of time.
Requirements:
A valid state driver’s license is required with the ability to obtain and maintain coverage by Tessera’s insurance.
