Main Duties:

  • Supports early subcontractor identification and engagement to support new business pursuits and provide risk and opportunity analysis for early capture.
  • Supports the development of regulation (Procurement Act 2023) compliant procurement strategies (including identifying the appropriate procedure and providing full justification for its selection) for our Ministry of Defence Customer (working with the Customer to gain endorsement)
  • Supports the execution of PCR or DSPCR compliant procurement procedures and supports the multi-functional internal teams through the process including scoring moderation. (working with the Customer to gain endorsement at each stage including the setting of Selection and Award criteria including weightings etc)
  • Negotiates, administers, and manages complex Subcontracts and Agreements
  • Identifies and manages risk and opportunity, working collaboratively with customers and other project team members
  • Creates and maintains of the Subcontract Management Plan and compliance matrices
  • Manages and measures Subcontract value and performance
  • Administers delivery/acceptance/invoicing of goods and services and the prompt payment to suppliers
  • Maintenance of records
  • Attends, and may present at, customer and internal reviews
  • Supports, or produces, business cases/ briefing materials for senior management reviews
  • Participates in cross-functional improvement activity
  • Continually assesses and promotes sustainable and responsible procurement, including social, cultural and diversity values in the organisation and throughout the supply chain
  • Participates in development of supplier Statements of Work (SOW), and conducts bidders’ conferences as required.
  • Works with suppliers and other stakeholders to achieve collaborative partnering and strategic relationship management to deliver value for the organisation
  • Actively promotes the contributions that the function can make to achieving corporate objectives across the organisation, with stakeholders and with the supply chain
  • Participates in gate reviews and capture / proposal efforts.

Candidate Requirements:

Essential:

  • Experience in Subcontract Management, Procurement and/or another related field
  • An ability to respond to tasks with tenacity and flexibility, whilst working cross functionally and collaboratively in a multi-disciplinary team
  • Strong stakeholder management skills at all levels within an organisation
  • Flexible and positive attitude
  • Excellent verbal and written communication skills
  • Proficient IT skills and good understanding of Microsoft Office Programmes (E.g. Excel, Word)
  • Strong understanding of Subcontract Management and Procurement principles
  • Self-motivation and independent working
  • A willingness and ability to travel occasionally
  • SC Clearance

Desirable:

  • Awareness of Government and Defence contracting norms incl. DEFCONS
  • Programme management skills – Risk Management/Programme Gating/ Metrics
  • Strong record of effective problem solving
  • Experience of working with international suppliers or customers
  • Experience of dispute resolution at a senior level
  • Experience of Financial Management
  • Awareness of Data Protection and other relevant commercial and contract legislation
  • Familiarity with business process management tools (IPDS, SAP or similar) and the competitive bidding process
