Consultant for support in Surveillance, DHIS2, Excel and other Analytics Trainings

Background

The COVID-19 pandemic highlighted critical gaps in health information systems, workforce capacity, and the effective use of digital tools to support public health surveillance and response. In the Eastern Caribbean (ECC), strengthening surveillance systems and analytic capacity aligned with the International Health Regulations (IHR, 2005), particularly capacity 5, remains essential to improving preparedness for public health threats, including epidemic-prone diseases and emerging risks such as antimicrobial resistance (AMR).

In response, the PAHO Office for Barbados and the ECC has supported countries in transitioning from paper-based and fragmented digital processes to more efficient, standardized surveillance systems. This has included the operational use of DHIS2 for indicator- and event-based surveillance, focusing on priority conditions such as dengue and influenza, alongside the development of standard operating procedures (SOPs) to guide surveillance and reporting. While important progress has been made, continued technical support is required to support implementation of these SOPs, strengthen reporting workflows, improve data quality, and expand the use of DHIS2 modules across countries.

In parallel, Google Sheets and Google Looker Studio have been used to automate routine surveillance bulletins and analytic outputs, improving the timeliness and use of surveillance data for decision-making. Through the Pandemic Fund project, PAHO is supporting ECC countries to build sustainable capacity in surveillance, data analytics, and digital health, including preparatory work toward further AMR surveillance strengthening.

A consultant is required to provide hands-on training and technical support to Ministries of Health and partners across ECC countries, ensuring effective implementation of surveillance SOPs, strengthened indicator- and event-based surveillance, and alignment with regional and IHR priorities.

Technical Guidance: Dr. Prabhjot Singh - Advisor, Health Surveillance, Disease Prevention and Control

Objectives:  The overall objective of this consultancy is to provide hands-on training and support to strengthen capacity in ECC countries for surveillance, data management and health information systems. Specific objectives are to:

  • To support the operationalization and expansion of event-based surveillance (EBS) across ECC countries through implementation of SOPs, DHIS2 configuration, and targeted trainings.

  • To strengthen syndromic and indicator-based surveillance (IBS) systems by expanding coverage to additional countries, improving data quality, and enhancing routine reporting and analytics.

  • To support confirmed case surveillance for priority diseases (including dengue, influenza, other epidemic-prone conditions and diseases targeted for elimination) through SOP adaptation, DHIS2 use, case investigation training, and analytic outputs.

  • To build capacity in digital health and data analytics, including the use of DHIS2, Excel, Google Sheets, Looker Studio, and artificial intelligence (AI) to support surveillance and outbreak preparedness.

  • To support preparatory work for One Health and AMR surveillance, including development and implementation of SOPs, data flow processes, and analytic frameworks.

  • To ensure consistent implementation of surveillance SOPs, monitoring of progress, and documentation of outcomes to support sustainability and regional learning under the Pandemic Fund project.

Scope of Services:  The consultant under the guidance of the Advisor for Health Surveillance and Disease Prevention, Control, is expected to:

  • Develop training agendas, materials, and exercises in DHIS2, Excel/Google Sheets, Google Looker Studio and AI.

  • Deliver training (in-person and virtual) across ECC countries.

  • Provide hands-on support during training workshops.

  • Conduct post-training follow-up and provide documentation of outcomes.

  • Prepare reports for Pandemic Find project related activities and assist in revision of plans.

Qualifications and Skills Required

Qualifications and experience -  Essential:

  • A minimum of a bachelor’s degree in medicine, nursing or other allied health sciences is required.

  • Atleast 2 years of experience in public health surveillance and/or use of health information systems.

  • Fluency in English.

  • The consultant must be willing to travel to ECC Countries.

  • Previous experience in DHIS2, including system configuration, module development, and troubleshooting.

  • Strong computer literacy, including Microsoft Office applications with advanced use of Microsoft Excel for data management and analysis.

  • Previous experience using Excel, Google Sheets, and Google Looker Studio for surveillance reporting and analytics.

Desirable

  • A master’s degree in public health or Epidemiology is preferred.

  • Fluency in Spanish/French would be desirable

  • Experience of previous work in the Caribbean region, especially in an ECC country, is desirable.

  • Experience in Geographic Information Systems (GIS) applied to public health or surveillance activities is desirable.

Consultant responsibilities

  • Carry out discussions with countries regarding surveillance and digital transformation agendas once introduced by PAHO/WHO Advisors.

  • Identify areas in MOH that would need support from PAHO/WHO and relate it to the PAHO/WHO Advisors.

PAHO’s responsibilities, PAHO will:

  • Provide technical supervision and guidance.

  • Arrange introductory meetings with country counterparts.

  • Arrange logistics for travel and training.

  • Review and approve the documents and provide feedback to the consultant in a timely manner.

Timeframe: The consultancy will be conducted from 1 April 2026 to 31 October 2027

Location: Remotely with travel to Barbados & ECC countries.

Travel: The consultant will undertake ad hoc travel to ECC countries as required. In the event that travel is undertaken, as is customary for official travel the Consultant must complete a Spend Authorization prior to each travel segment and a corresponding expense report, after each travel segment has been completed.

Activity Coordination and Reporting: Under the direct supervision of Dr. Prabhjot Singh, Advisor, Health Surveillance, Disease Prevention and Control and Project Manager for the Consultancy.  The Consultant will report to the Project Manager on the progress of the project and outline any challenges that can potentially affect the work.

Ownership: All products and materials resulting from the consultancy are the property of PAHO/WHO and are subject to the rules and regulations governing copyrights. The Consultant may not make use of information gathered during this project without the written consent of PAHO/WHO.

Compensation:

The Consultant will be contracted using the guidelines for the recruitment of PAHO International Consultants contained in the PAHO/WHO Contractual Mechanism, June 2025.

Compensation will be based on days worked. Pay Band A (Minimum) – daily rate USD189.00 (45,358.00 ÷ 240 (20 working days per month x 12 months).  Remuneration will be based on the Consultant providing deliverables as follows:
