Job Summary: You will serve as a Natural Resources Specialist in the Environmental Planning and Conservation Branch within the Environmental Division of NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND Headquarters

Major Duties:

  • You will serve as a Naval Facilities Engineering Command Headquarters senior natural resources subject matter expert.
  • You will liaison with other Navy and Marine Corps commands on natural resources program execution.
  • You will review and coordinate natural resources efforts enterprise-wide.
  • You will provide natural resources products and services to Navy, USMC, and other Supported Commanders to ensure that new construction, testing, and training can be accomplished in compliance with natural resources, laws, rules, and regulations.
  • You will manage natural resource programs to include development and implementation of management plans, and coordinate and review metrics and reports for submission to higher headquarters.
  • You will support and coordinate completion of NEPA documents, particularly complex EAs and EISs, and ensure compliance with natural resources laws, rules and regulations and that mitigation is properly scaled to proposed impacts.

Qualifications: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Managing Natural Resource Programs to include development and implementation of management plans, specifically Sikes Act Integrated Natural Resources Management Plans; 2) Providing professional and technical leadership, oversight, direction and advice to customers and project teams to ensure new construction, testing and training can be accomplished in compliance with environmental statues and in support of the mission; 3) Applying knowledge of biological/natural resources disciplines to plan new approaches, resolve complex problems, make decisions, and recognize future needs for the protection and management of natural resources; 4) Understanding, interpreting and consulting with federal and state agencies regarding laws, rules, and regulations to include National Environmental Policy Act, Endangered Species Act, Clean Water Act, Marine Mammal Protection Act, and Magnuson-Stevens Fishery Conservation and Management Act; 5) Coordinating with natural resources subject matter experts related to the Sikes Act; endangered species protection; wetlands conservation; invasive species control; migratory bird protection; coral reef conservation; protection of essential fish habitat; marine resources conservation and general ecosystem management to resolve program issues and assist in prioritizing resources; and 6) Communicating and interfacing, both orally and in writing, with high-level federal agencies, state and local agencies, and the public to discuss proposed operations and their natural resources impacts.
