Manager/Executive Manager (Resource Planning Section)

[What the role is]

You will be part of the Memorial Facilities Planning Division, which oversees the planning of after-death facilities and services in Singapore. You will contribute to operations planning efforts to ensure that the Government after-death facilities are efficiently managed and operated. The team undertakes end-to-end procurement administration including conceptualisation and market research, crisis planning, securing and monitoring of budget, as well as continuous improvement of services.

[What you will be working on]

You will be responsible for the following:

  • Formulate policies, operational strategies and plans to enhance after-death facilities and services.
  • Oversee projects and initiatives to improve service delivery and operational readiness, including conceptualising new ideas, developing project scopes, conducting market research, and engaging the industry to understand the supplier landscape.
  • Plan and manage end-to-end procurement activities, including the drafting of requirements and tender documents, calling, evaluation and award of tenders and quotations, while ensuring compliance with Government Procurement guidelines.
  • Lead and coordinate emergency response efforts for after-death operations, including conducting readiness exercises and ensuring operational preparedness.
  • Oversee budget planning, tracking and utilisation, and conduct variance analyses to ensure expenditure aligns with approved allocation.
  • Manage land and building assets, including evaluation and assessment of temporary occupation licences and records management in accordance with guidelines
  • Perform any other ad hoc duties assigned by supervisor.

[What we are looking for]

Requirements:

  • Experience in planning, procurement or policy work is preferred.
  • Familiarity with budget management, government procurement guidelines and processes would be an advantage.
  • Excellent written and verbal communication skills.
  • Strong analytical, conceptualisation and problem-solving skills.
  • Comfortable to work in a fast-paced environment that would require the ability to manage multiple priorities and stakeholders at the same time.
  • Able to deal with complexity and ambiguity.
  • Self-driven and always ready to strive for improvement.
  • Good interpersonal skills and enjoy working with both internal and external stakeholders.
