Position Description

The Anoka County Emergency Communications Center (ECC) mission is to protect and serve the residents of Anoka County by providing professional, efficient 9-1-1 and non-emergency dispatch services. We manage critical communications systems and the public safety radio network to support first responders with accurate, timely information. The department has an immediate opening for Manager of Public Safety Systems who will perform various duties. Some of the critical responsibilities of this position include installing, upgrading, monitoring and reliability of computer systems, software, hardware and county servers. They ensure problems with network infrastructure and connectivity issues are limited to prevent disruption to department and county operations.

This is a full-time, exempt, remote/hybrid/on-site position. Interviews will take place the week of April 6th, 2026 for those selected to move forward in the hiring process.

Work Location

  • This position will work at the Anoka County Emergency Communications Center, located at 13535 Hanson Blvd NW, Andover MN 55304

  • Expected work hours are Monday – Friday 8:00 a.m. – 4:30 p.m.

Job Duties and Responsibilities
These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Manager, Public Safety Systems.

  • Manage operations of a team installing, configuring, and maintaining computer systems and associated peripheral equipment. Prioritize and delegate requests for service, provide direction and technical assistance to staff regarding system administration.

  • Ensure the triage of critical hardware and software malfunctions and contact vendors associated with the applicable products for contracted repair services. Make determinations on the replacement or removal of hardware.

  • Ensure efficient operation and availability of technology and automation systems for internal and external users.

  • Ensure operating efficiency and stability, ensure the security and integrity of all systems and data, report outages and respond to complex issues. 

  • Determine and document user privileges and permissions. Triage application administration activities such as creating, modifying, and deleting users, optimizing remote access, and security access for messaging systems, databases, and web applications. 

  • Plan for short-and long-term system enhancements, security, maintenance.

  • Manage budget projections.

  • Oversee the release of all software, hardware, and operating system updates.

  • Act as a liaison and communicate updates to departments.  

  • Continuously improve options for hardware and software, processes and technical documentation, back-up procedures, test plans, and reports. 

  • Develop and oversee backup and security plans for data protection and recovery.

  • Develop effective data access and data security procedures in compliance with county standards. Design training content and provide training to staff.

  • Provide leadership, coaching, and/or mentoring to a subordinate group, and may act as a lead providing daily work direction and managing timeline of weekly activities depending on assignment.

Qualifications and Requirements:

Minimum Knowledge, Skills, and Abilities Needed

  • Bachelor’s degree in information technology or a related field.

  • Five years or more (2,080 annual hours) of job-related experience in public safety, dispatch, information technology or a closely related field

  • In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.

Preferred Knowledge, Skills, and Abilities Needed

  • Experience in Public Safety 911 PSAP

  • Possess an Emergency Number Professionals Certification

  • Previous leadership experience 

  • Experience with various technologies in 911 PSAP

  • Knowledge and experience with transmission protocols

  • Knowledge and experience with hardware, operating systems, and application software

  • Knowledge and experience installing and managing network backup hardware and software

Physical Demands and Work Conditions

  • Standard office environment located within an emergency call center environment where periods of high stress and multi-tasking during emergency situations occur

  • Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades and brightness

  • Hearing abilities required for general and phone communication, signals, and machine sounds

  • Cognitive abilities required include problem solving, prioritization of tasks, short- and long-term memory, interpreting and understanding written documents, and general mathematical skills

  • Assignments may require several hours of varied physical activity in addition to viewing a computer screen, sitting at a desk, or walking/standing to assist county employees

  • Physical activity may include repeated bending, stooping, reaching, frequent wrist and finger manipulation to complete computer work, and occasionally pushing carts to transport equipment

  • Regular lifting of 20-50 lbs. while moving materials.

  • Equipment used includes computers, phones, and standard office equipment in addition to IT maintenance and/or Emergency Dispatch equipment depending on assignment

  • IT maintenance equipment may include but is not limited to hand and power tools, electrical and electronic installation and testing tools/instruments, and personal protective equipment

  • Emergency Dispatch equipment may include but is not limited to Computer Aided Dispatch Applications (CAD), 911 systems, TTD machines, a variety of alarms and monitors, headsets, and two-way radios

  • Occasional travel to other county work sites as needed

  • Travel between work sites may require driving a county vehicle and/or a personal vehicle

  • Exposure to toxic or caustic chemicals, electrical shock, airborne particles, prolonged vibration from machinery, and other hazards is possible while performing essential duties
