We are seeking a knowledgeable and experienced Sustainability and Modifications Program Manager to lead strategic initiatives aimed at enhancing operational efficiency and longevity of systems. This role involves critical planning and analysis related to sustainment strategies, predictive logistics, and inventory management.

Duties will consist of:

  • Develop and Execute Robust Sustainment and Modification Strategies
  • Lead development of integrated sustainment plans that leverage proactive DMSMS planning, predictive logistics, and condition-based maintenance to keep IBCS mission-ready.
  • Establish and manage agile retrofit initiatives, from software and material installations to complex configuration upgrades, ensuring that each modification preserves and enhances system relevance.
  • Contribute to contract proposals for future sustainment lines of effort and life cycle logistics management of produced assets.
  • Drive Data-Driven Decision Making and Continuous Improvement
  • Utilize real-time performance monitoring, historical data analytics, and automated inventory surveillance to forecast maintenance needs and optimize resource allocation.
  • Consolidate failure reports and quality notices to implement a conditions-based maintenance (CBM) plan that aligns with multi-domain operational requirements and Army regulations.
  • Coordinate Cross-Functional Team Execution
  • Collaborate closely with internal teams (engineering, supply chain, quality management) and external stakeholders to ensure seamless communication and efficient execution of sustainment and modification activities.
  • Communicate with Army Project Office customers in order to maintain strategic alignment of maintenance and modification priorities for the program.
  • Oversee the planning, preparation, execution, and assessment phases of retrofit actions, ensuring modifications and sustainment efforts meet both short-term operational needs and long-term strategic goals.
  • Ensure Compliance and Operational Readiness
  • Maintain strict adherence to key Army regulations and industry standards, guaranteeing that all modifications and sustainment actions meet regulatory and quality requirements.
  • Monitor and report on system operational availability, ensuring that assets remain ready for mission objectives.

Basic Requirements:

  • Bachelor's Degree with 5 years or Master's Degree with 3 years of experience leading teams in program execution or relevant experience.
  • Demonstrated success managing cross-functional teams in complex, multi-domain environments.
  • Proven ability to lead sustainment and modification initiatives for ACAT I programs, including retrofit actions, proactive DMSMS planning, and condition-based maintenance.
  • Expertise in planning, preparing, and executing system modifications and retrofit projects for fielded assets.
  • Proven background in configuration management, overseeing LRIP to FRP transitions.
  • In-depth knowledge of sustainment strategies, predictive logistics analysis, and data-driven decision-making to optimize maintenance forecasting and resource allocation.
  • Exceptional verbal and written communication skills for interfacing with internal groups (engineering, supply chain, quality) and external customers.
  • Skilled in reporting program status, managing risks, and presenting progress using modern tools and methodologies.
  • Minimum 2 years of earned value management experience for programs exceeding $20M
  • Active DoD Secret clearance.

Preferred:

  • Experience ensuring compliance with key Army regulations (AR 700-127, AR 750-1, AR 710-2) and maintaining adherence to stricter governance standards within sustainment and logistics support.
  • Certifications in project management (e.g., PMP) or equivalent.
  • Experience leveraging historical data, automated inventory surveillance, and machine learning tools to drive predictive analytics and optimize maintenance planning.
  • Control account manager certification
  • Skilled in using data to align operational availability with long-term strategic goals.
  • Knowledge of Risk and Opportunity Management.
  • Proven record of implementing process improvements that enhance operational effectiveness, lifecycle value, and cost management.
  • Ability to lead cross-domain initiatives that incorporate emerging technologies into established sustainment frameworks.

Primary Level Salary Range: $127,000.00 - $190,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
