BASIC FUNCTION:
Under the authority and direction of the Deputy Chief Compliance Officer, and throughout Howard University’s Health Sciences system, supports the development and implementation of HUHS’s Compliance and Privacy Program. The role includes: plans, conducts and coordinates sensitive Health Sciences related investigations, compliance monitoring and audits, compliance trainings, and performs other tasks as assigned by the Deputy Chief Compliance Officer aligned with the annual compliance plan; directs privacy activity and participates in risk assessments of the health system; develops, maintains, and recommends opportunities that enhance compliance and privacy training materials and experiences; oversees compliance with healthcare regulatory requirements. Experience in healthcare setting such as hospital, outpatient clinics, long-term care or payer plan is required.
Working under the direction of the Deputy Chief Compliance Officer this role will lead the management functions of the Privacy Program, including but not limited to, development, implementation and maintenance of Privacy policies and procedures, investigation and tracking of privacy incidents and assisting in reporting inappropriate access and/or disclosure of protected health information according to the Health Insurance Portability and Accountability (HIPAA). The position will serve as the subject matter expert for Howard University Health Sciences Privacy program or any of its affiliated covered entities. The role will also serve as a second-in-command to the Deputy Chief Compliance Officer in his/her absence.
SUPERVISORY ACCOUNTABILITY:
This role will have 2 direct reports which will include the compliance specialists for HUHS and will also include a collaborative relationship with the HUHC Compliance team. This role will also have oversight of the relationships with HUHS liaisons and vendors that manage compliance and privacy for affiliated areas under Howard University’s status as a hybrid covered entity (e.g. colleges, hospital, clinics, etc.).
NATURE AND SCOPE:
Internal contacts include University senior administrators, University Faculty Practice Plan (FPP) and Hospital senior administrators, office directors, college deans, college chairpersons, college department heads, faculty, and administrative staff. External contacts include auditors, various private and governmental agency representatives, professional organization representatives, business associates and the public.
PRINCIPAL ACCOUNTABILITIES:
- Manages and oversees compliance and privacy-related reviews and investigations and the resolutions in collaboration with other compliance leaders, team members, and counsel, as appropriate
- Leads compliance and medical reviews to test organizational compliance in risk areas of Howard University Health Sciences
- Maintains a strong working knowledge of federal, state and local laws and regulations pertaining to the applicable compliance regulations including access, use, and disclosure of protected health information, including, without limitation, HIPAA, HITECH, and medical records privacy rules
- Oversee communication, coordinate compliance and privacy policy development and/or improvement and ensure accurate and timely communications to all departments
- Develops and monitors key metrics to monitor and assess effectiveness of key compliance activities
- Collaborate with cross functional department including Procurement, IT Security and FPP with the review and negotiation of business associate agreements and privacy language as needed, particularly for HIPAA and privacy matters
- Acts as a consultative resource for the entity leadership and associates on compliance matters
- Assists in preparing for Health Sciences Compliance Advisory Committee and perform data analytics for the Board Committee on a regularly established frequency
- Identifies entity level risk areas for Health Sciences and assists in developing auditing, monitoring and oversight processes related to the identified risk
- Ensures that periodic risk assessments and ongoing monitoring of key elements of the privacy program are monitored, including privacy notices, consents, authorizations, business partner agreements, practices, minimum necessary information and disclosure
- Facilitates investigations and responds to Office of Civil Rights for HIPAA complaints, and as necessary, reports to HU Privacy Officer, management and/or regulatory bodies
- Independently investigates or supervises the investigation of Health Sciences compliance concerns raised through the Compliance Hotline or other reporting mechanisms
- Assists the Deputy Chief Compliance Officer by reviewing and revising new Health Sciences policies and procedures or recommends improvements to existing Health Sciences policies and procedures.
- Maintains and updates the HU Health Sciences Privacy Manual and Program based on current regulatory changes
- Monitors developments and changes in federal, state, and local statutes, regulations and case law to assess the impact on the University’s health system and recommends implementation and compliance strategies
- Monitor new regulations and impact on business and provide technical guidance to affected departments
- Develops audit and monitoring tools for compliance related activities
- Interacts with management and staff throughout Howard University Health Sciences
- Assumes other duties and responsibilities that are related and appropriate to the position and area. Provides support for other projects as required
CORE COMPETENCIES:

- Possesses the analytical skills to collect information from diverse sources, apply professional principles in performing various analyses and summarize the information and data in order to problem solve
- Knowledge of denials management, billing, coding, medical auditing and ICD-10, CPT, HCPCS, DRG coding
- Ability to review and audit clinical documentation and advise operational practices related to healthcare compliance
- Knowledge of utilization review and quality assurance processes and procedures
- Knowledge of Medicare Part A and B regulations and policies
- Demonstrates collaborative teamwork, thoughtful communication, and sincere interpersonal style
- Knowledge of healthcare compliance and regulations, including Anti-Kickback Statute, Sunshine, Stark Law and HIPAA/HITECH, as well as broader regulatory compliance matters, including FCPA and Data Privacy
- Proficient in the use of Microsoft Windows (including Teams and SharePoint), Microsoft Office Suite (Word, Excel and PowerPoint etc.)
- Ability to participate in health sciences-related compliance research, health sciences-related investigations, and medical record reviews
- Adheres to the requirements of the HIPAA Privacy Policies and Procedures
- Ability to participate in risk assessments, audits and investigations, overseeing remediation action plans, conducting training programs, and drafting and revising policies & procedures
- Ability to coordinate compliance activities involving several health system departments simultaneously
- Ability to conduct meetings, compliance training sessions and other compliance related activities
- Ability to maintain a professional manner and function at all levels of management
- Ability to demonstrate strong communication, interpersonal, analytical, writing, presentation, self- motivation, broad thinking, and business skills
- Competence in both oral and written English
- Ability to establish and maintain effective and harmonious work relationships with staff, physicians, Hospital and University officials, and the public
MINIMUM REQUIREMENTS:
- Bachelor’s degree required. Desired fields: in health administration, business administration, public administration, or related discipline. or certificate in healthcare regulatory compliance.
- Minimum of ten (10) years of professional experience; preferably in a healthcare and/or university setting (or) five (5) years of health, administrative law or regulatory experience.
- Or An Equivalent combination of relevant education and/or experience may be considered
CERTIFICATIONS: Certificate in healthcare compliance (CHC), Certificate in healthcare privacy compliance (CHPC) or other industry recognized certifications are desirable.

Expected Salary Range: $120,000 - $130,000
