Job Summary: This position is part of the Defense Human Resources Activity. Incumbent is the Management & Program Analyst (Policy Operations), for MCTO Transition and Reintegration with responsibility for planning, collaborating and executing policies essential to the operation of transition and reintegration missions throughout DHRA.

Major Duties:

  • As a Management & Program Analyst (Policy Operations) at the GS-0343-13 some of your typical work assignments may include: Incumbent is the Management & Program Analyst (Policy Operations), for Military-Civilian Transition Office (MCTO) Transition and Reintegration with responsibility for planning, collaborating and executing policies essential to the operation of transition and reintegration missions throughout DHRA. Responsible for planning and proposals for current and future transition assistance programs, issues, policies, and coordination efforts within and external to DoD. Researches, analyzes, recommends, and develops draft strategy to define, coordinate, synchronize and integrate the scope, complexity, and importance of actions and activities that impact the MCTO integrated program operations, to include the MCTO budget for transition and reintegration programs. Responsible for developing and executing transition and reintegration strategies and plans that build partnerships and increase awareness of the MCTO's mission.

Qualifications: You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to theGS-12 grade level in the Federal service: Analyzing, developing, coordinating, and implementing policies for large, complex programs; preparing issue papers, policy recommendations, and briefing materials; and ensuring alignment with statutory requirements, DoD policies, and MCTO operational objectives. Conducting program evaluations, assessing operational effectiveness, identifying gaps, and developing recommendations; supporting long range planning, strategic initiatives, and resource requirements; and monitoring program execution from planning through completion. Coordinating with senior leaders, Military Departments, and interagency partners (e.g., VA, DOL, SBA, ED, OPM, DHS) to synchronize policies, resolve issues, integrate operational activities, and support enterprise wide transition and reintegration initiatives. Managing cross functional program tasks, timelines, and deliverables; tracking operational activities using authorized systems; preparing reports, strategies, and decision ready briefings; and communicating complex information to senior leadership.; OR Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
