Job Summary: This vacancy is for a GS-0343-13/14, Management and Program Analyst (Workforce Planning) located in the Department of Homeland Security, U.S. Coast Guard, Workforce Planning and HR Analytics Division in Washington, District of Columbia.
Major Duties:
Qualifications: To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis: Project Plan Development: At least one year assisting a team to develop a mutually acceptable project plan, within an established structure of priorities, funding, and overall project objectives, which typically includes identification of the work to be done, the scope of the project, and deadlines for its completion. Personnel Management: At least one year interpreting regulations and studying procedures, and the initial application of new methods for personnel management. Preparing Reports: At least one year advising management of potentially controversial findings, issues, or problems with widespread impact. Disseminating Widespread Information: At least one year completing work that is also reviewed critically outside the employee's immediate office by staff and line management officials whose programs and employees would be affected by implementation of the recommendations Program Analysis: At least one year assisting with conducting extensive analysis in which the nature and scope of the issues are complex, requiring careful study in search of solutions to problems in consideration of the total personnel management needs of complex organizations. Examples of specialized experience include performing the following types of tasks on a regular basis: Project Plan Development: At least one year at the GS-13 equivalent level working directly with staff organizations to develop a mutually acceptable project plan, within an established structure of priorities, funding, and overall project objectives, which typically includes identification of the work to be done, the scope of the project, and deadlines for its completion Organizational Planning: At least one year serving as advisor and consultant for the organization with responsibility for leading in the following initiatives: (1) succession mapping, (2) organizational design, (3) retention planning, (4) acquisition management, and/or (5) lab demo. Program Analysis: At least one year independently conducting extensive analysis in which the nature and scope of the issues are complex, requiring careful study in search of solutions to problems in consideration of the total personnel management needs of complex organizations. Military Command Structure: At least one year working with the military command structure, missions, programs, and organizational relationships within the Organization and Command as well as a thorough knowledge of quantitative and qualitative methods and techniques to manage, plan, coordinate, integrate, and implement organization initiatives.
