Job Summary: This position is location in the Office of Healthcare Inspections, Office of Inspector General (OIG), Department of Veterans Affairs (VA).

Major Duties:

  • As the Assistant Inspector General for Healthcare Inspections, you will: Serve as a strategic leader of VA OIG's Office of Healthcare Inspections (OHI) and ensures the development and implementation of a successful healthcare inspection program. Be responsible for liaising with high-level healthcare program officials within and outside the VA, as well as members of Congress and congressional staff. Serve as the Chief Medical Advisor to the IG on a wide range of healthcare related policies and activities, establishing short-and-long-range oversight and evaluation strategic plans that address agency priorities. Establish overall OIG goals and objectives as they relate to healthcare inspections and priorities. Develop policies and procedures covering healthcare inspection activities, in coordination with other OIG directorates. Maintain effective relationships with federal and private healthcare organizations, establishing industry best practices and incorporating into OIG activities. Examples include HHS, JCAHO, CMS, state inspection agencies, and licensing boards.

Qualifications: Mandatory Qualifications Requirements: Applicants must demonstrate that they meet the Basic Requirements, Executive Core Qualifications (ECQs), and Technical Qualifications (TQs) in their resumes. Basic Requirements: As a basic requirement for entry into the SES, applicants must provide evidence in their resume of progressively responsible executive level leadership and supervisory experience that is indicative of senior executive level management capability. Typically, experience of this nature will have been gain at or above the GS-14 or 15 grade levels in the federal service or its equivalent in the private sector. Basic Degree Requirement: Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. OR A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG),or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country or successful completion of the U.S. Medical Licensing Examination. AND Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, this position requires a candidate to have at least 5 years of graduate training in the specialty of their position or equivalent experience and training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below. An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME). A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association (AMA), or Accreditation Council for Graduate Medical Education (ACGME). A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training. AND Licensure Requirement: You must be Board Certified and possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the US. B. Technical Qualifications: Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1: Ability to direct and manage a comprehensive nationwide inspection or evaluation program. TQ 2: Experience in the management or delivery of health care. C. Executive Core Qualifications (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
