Major Duties:

  • You will perform studies of the technical aspects of NMCLANT functions to identify and develop improvements and efficiency of processes and methods.
  • You will develop statistical and narrative data to justify productive or efficient use of resources.
  • You will conduct management surveys and research projects and provide advisory services on issues of moderate scope and impact to the Command.
  • You will prepare and review/revise established directives and delegations of authority which expresses the operating policies of the Command.
  • You will be responsible for the overall accomplishment of General Equipment property accountability and audit readiness by coordinating activities of APOs throughout NMCLANT.
  • You will ensure the most effective methods are used to employ NMCLANT users to comply with laws, regulations, and policy pertinent to accountable property management.
  • You will analyze an organization's requirement for space and facilities based on anticipated volume of operations, known or potential changes in function, work processes, workflow, special installation features, lighting and power requirements.
  • You will work closely with contractor personnel to facilitate delivery of equipment to modernize work environment.
  • You will coordinate all building outages, assist with safety notifications, and actively promote energy and water conservation practices among occupants.
  • You will establish site-specific preparedness checklists for the Division’s Detachment and Departments at Yorktown.
  • You will review, analyze, and evaluate deficiency/failure reports as to their impact/significance in regard to safety, cost of repair and potential equipment down time.

Qualifications: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience and advanced knowledge and ability to apply a wide range of principles, theories, and processes of management with a high degree of resourcefulness, ingenuity, and inventiveness to a variety of studies, processes, and assignments associated with an operational ordnance Command. Experience and knowledge of the organization, function, and operations of the activity serviced, higher echelon commands, and their relationship to other federal activities and private industry. Experience and knowledge of financial management, budget processes, contracting, and corresponding Navy terminology. Experience and knowledge of DoW acquisition and life cycle management policies, procedures, and practices applicable to managing Navy equipment inventories and ability to plan, conduct, and record surveys and inspections in a thorough manner while developing and utilizing appropriate data collection techniques to analyze equipment life cycle costs. Experience and skill in oral and written communication to prepare and present recommendations and solutions regarding issues based upon analysis and evaluation including preparation and presentation of reports, proposals, charts, graphs, instructions, etc. Experience and advanced knowledge of Management Information Systems (MIS)/office automation applications, computer applications, principles and practices in support of program operations, e.g., forms automation, general office automation software, specifically Microsoft Word, Excel, and PowerPoint.
