Job Description:
Representative Emerson Levy is hiring a full-time Legislative Aide.
Emerson Levy is the State Representative for House District 53 (Bend, Redmond, Sisters, Tumalo, Black Butte).
As a core member of our team, you will work closely with Rep. Levy and the Chief of Staff to provide policy, constituent, and administrative support. This is a limited duration, full-time salaried position beginning around January 1, 2026, with a likely end date of April 1, 2026, after the conclusion of the 2026 Legislative Session. During the 2026 legislative session this position will primarily be located in the Oregon State Capitol in Salem, depending on Capitol operational rules and the needs of the position.
Responsibilities Include:
● Constituent services: Track and assist with responses to all constituent contact (via phone, email, or letter); act as a liaison between Rep. Levy and constituents; engage in constituent casework and interface with state agencies to provide resources and solutions to constituents who are seeking the office’s assistance in resolving problems.
● District Outreach: Coordinate town halls and constituent events.
● Communications: Monitor news sources and mail for relevant content for e-newsletters; write and edit e-newsletters, social media posts, speeches, etc.
● Policy work: Support the legislative work of the office through research and tracking of bills, committee activity, and policy issues. Research and write policy analyses. Analyze proposed legislation.
● Scheduling: Respond to meeting requests in a timely manner; maintain office calendars by scheduling meetings, events, committee hearings, and town halls.
● Customer Service and Reception: Screen and route phone calls; take messages; refer calls as necessary; greet visitors; read and sort mail.

HOW TO QUALIFY:
Your application must demonstrate:
Bachelor’s degree and three (3) to five (5) years of related experience. An equivalent combination of education and experience sufficient to demonstrate ability to perform the duties of the position may be considered
Desired Knowledge, Skills and Abilities:
- Interest/Experience in public policy issues and the legislative process.
- Experience working with others in a team setting or in a public facing role.
- Strong written communication skills. This position’s responsibilities include writing responses to constituents, newsletters, and more, with a strong sense of audience.
- Familiarity with House District 53.
- Growth mindset. This position can be challenging and fast-paced. What makes a legislative aide successful is the ability to learn quickly. The ability to constantly reflect and improve on one’s performance is a critical factor to a person’s success in this role.
- Exceptional organizational skills and strong attention to detail. Legislative work is fast-paced and multifaceted. The ability to stay organized and on top of things is a critical aspect of this role.
- This position requires the ability to work independently of supervision as well as confidentiality and tactfully.
- Ability to work with the public. This position interacts with stakeholders and members of the public who may strongly agree or disagree with the Representative’s positions. Staff should model courteousness in communicating with people on a range of issues.
- Ability to stay focused in a fast-paced environment and adapt quickly. Legislative work has many moving parts and the ability to process incoming information quickly, exercise judgment to prioritize tasks, and manage workflow in a dynamic office is crucial.
- Ability to travel to Salem.
- This position may require working irregular hours, including some evenings and weekends (e.g. for town hall meetings).

SPECIAL INFORMATION:
- Over the next two years, the Capitol Building will be undergoing extensive renovation and construction projects which may limit accessibility to employees. This will require Legislative employees to work both from home and within the building as the construction project dictates. While working from home, personal, stable and high-speed internet access will be required to perform the functions of this position. There may be occasions that require employees scheduled to be working from home, to report to the Capitol or an offsite building. Every effort will be made to provide reasonable notice. However, employees may be required to report to the building under short notice. The Capitol building is located at 900 Court Street NE, Salem, OR 97301.

- The salary in this job posting reflects the base salary without contributions to the Public Employee Retirement System (PERS). Employees eligible for PERS will have their salary increased by 6.95% and 6% will be automatically be subject to a mandatory employee contribution to PERS.
