The primary purpose of this position: To serve as a lead for Emergency Management and Consequence Management (EM & CM), responsible for overseeing the work of nonsupervisory team members assigned to USNORTHCOM Operations Directorate, Interagency Coordination Center (ICC) to achieve specific tasks, produce quality work products and services to meet organizational goals.

Major Duties:

  • DUTY 1: Serves as a Team Lead. Responsible for communicating and integrating USNORTHCOM strategic plan, mission, vision and values to the team strategies, goals, objectives, work plans and work products and services. DUTY 2: Serve as a Senior Interagency EM & CM SME planner across the operational spectrum (CUOPS, FUOPS, Future Plans, and Compartmented Operations) and for operations within the Land, Maritime, Air, Cyber, and Space domains. Provides subject matter expertise, interagency perspective, and program management for integration and synchronization of Federal, State, and Private Partners into N&NC plans and operations, as well as DOD support to Federal civilian agency partners. DUTY 3: Responsible for monitoring daily interagency information, activities, and operations in the NC/J35. Develop analysis of interagency activities which may affect or influence N&NC missions and provide recommendations to the NCJ3 and other senior leaders. Daily tracks interagency activities, statistics, policy developments, and operating environment impacts in order to build analyses and products to inform recommendations and decisions across the combatant command.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of and skill in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness; knowledge and understanding of programming, budgeting regulations, guidelines, and processes in operational administration to participate in the fiscal operations oversight as it relates to training, operational deployment, and mission support; Expert knowledge of policy, plans, operational orders, procedures and practices related to multiple fields within DSCA and Dual Status Commander (DSC) programs to include task organization, operational orders, CONPLANS, future operations planning, development of a comprehensive concept of operation, medical support operations, search and rescue planning and operations, engineering, communications risk management, knowledge management. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of tactical-to-strategic military joint planning, operations, organizing, and directing for all the domains including air, landing, maritime, and civil support. Ability to communicating effectively, both orally and in writing. 2. Skill in developing, organizing, training, exercising, executing, and leading command post/battle cell/center type operations. Ability to research, analyze, interpret, and apply rules, regulations, doctrine, orders and procedures to a variety of situations leading to timely solutions. 3. Knowledge of joint operations and battle center relationships, protocols, processes, and collaborative tools. 4. Knowledge of military law and doctrine; Joint policies and procedures; DOD, Services and Joint organizational structures; national intelligence organizations, state and Federal emergency organizations, and other pertinent interagency organizations. 5. Ability to act or react in a high-stress environment during intense domestic event situations and make critical characterization Judgements, formulate recommendations that may have major national impact/consequence and transmit those recommendations clearly and concisely to possibly the highest civilian authority in the government. 6. Knowledge of the methods and techniques of fact-finding, analysis, and resolution of complex problems; and of the principles and practices of team building. Skill in team building to bring out the best in team members to promote team performance; effectively establishes performance goals, develop concrete action plans to solve problems, and assess progress toward their achievement; and to adjust work operations and program objectives to meet emergencies, changing programs, or production requirements within available resources and with minimum sacrifice of quality or quantity of work. Other significant facts pertaining to this position are: 1. This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmental Information clearance as a condition of employment. 2. This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. 3. May be required to perform Battle Roster functions during Exercise and Real-World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. 4. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position. 5. IAW DoDI 3020-42 the position has been locally, or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs. 6. Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY). 7. Employees may be required to work and/or be "on call" after normal duty hours, which may include evening, weekends, or holidays and is subject to short- or no-notice recall to duty during exercises, crises, or contingencies. 8. Employee will be required to attend periodic command and/or civic related social functions and related events after normal duty hours. 9. In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies. 10. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. 11. Advanced degree for credited institution is desired but not required. 12. Previously emergency management or disaster assistance experience is highly desirable.
