Job Summary: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Lead Construction Control Representative with Construction Management, and Contracting Officer Representative responsibilities for job site construction control of contract work.

Specialized Experience: I have one year of specialized experience equivalent to the GS-12 grade level in the Federal Service which includes: 1) Performing as the Subject Matter Expert on various features of work to recommend changes to specifications based on knowledge of trends in the industry, construction techniques, as well as recurring deficiencies. 2) Assisting lower grade personnel to monitor and assure contractors are effectively administering their approved Accident Prevention Plan related to control of construction hazards. 3) Performing inspections involving complex construction projects and designs that require exacting structural and completion requirements, including inspections of major complex and sophisticated mechanical, electrical or hydraulic systems and equipment. 4) Monitoring construction contract operations involving one or more large complex projects, requiring extensive contacts with contractor representatives, to promote cooperation with agency personnel, design engineers, and others to resolve problems and expedite the work. 5) Visiting work sites daily to evaluate the contractor's operations, and adherence to schedules to resolve complex interrelated construction problems and issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
