The Key Management Infrastructure (KMI) Operational Account Manager (KOAM) will be responsible to operate and manage all electronic key distribution via (KMI) as well as, generate and issue keying material for endorsing proprietary End Cryptographic Units (ECU). The KOAM will be responsible for managing a delegated KMI MGC as well as performing alternate supportive KOAM duties on other systems.  This role also requires the candidate to preform duties as the site Communications Security (COMSEC) Manager utilizing DIAS software. You will have a wide range of experience to expand across multiple security disciplines. The role is in a fast-paced work environment requiring multitasking and adjusting priorities to meet the needs of our internal and external customers, Security team, and supported business units.

What You Will Do

  • Responsible for the receipt custody, issue, safeguarding, accounting, and destruction of COMSEC material
  • Maintain controls so that only properly briefed and cleared personnel are permitted access to COMSEC material
  • Preform administrative inquiries, investigate COMSEC insecurities and make appropriate reports and address corrective actions
  • Preform Self-Inspections of all COMSEC operations, make corrective actions
  • Process EKMS messages received via KMI and distribute keying material to COMSEC users
  • Ensure the COMSEC accounts maintain minimum COMSEC holdings in support of operations
  • Maintain COMSEC account files, perform a semiannual inventories and prepare and submit accounting reports to the NSA COR.
  • Maintain hand receipt records of all COMSEC material issued to users
  • Prepare, ship, and receive packages via Defense Courier Service (DCS)
  • Maintain comprehensive training program within the COMSEC account
  • Tracking supersession dates, draft tracer actions and submit accurate and timely accounting reports
  • Management of fill devices and other COMSEC equipment, perform software upgrades to ECUs and secure telephone equipment
  • Utilize DIAS and/or KMI software to document accountability actions
  • Preform key loading of ECUs and secure voice products and management of key schedules
  • Preforming ECU endorsements in a lab environment utilizing proprietary HIA equipment
  • Plan/Project/Execute work duties and coordinate activities with internal and external customers and program management
  • Insist on strict compliance with government, customer, and company COMSEC policies and procedures including the NSA/CSS 3-16, DAFMAN, CNSSI’s, 32 CFR Part 117 NISPOM, and other related oversight manuals and directives
  • Local travel required to other locations as necessary
  • Be able to travel and attend the 10 day KMI Operating Account Manager (KOAM) training to operate Management Client (MGC). The class runs for 10 business days (Monday – Friday) over two consecutive weeks, with instruction hours between 8:00 AM and 5:00 PM.

Qualifications You Must Have

  • Typically requires:A University Degree or equivalent experience and minimum 5 years prior relevant experience, orAn Advanced Degree in a related field and minimum 3 years experience
  • Applicable COMSEC and EKMS experience
  • Active and transferable U.S. government issued Top Secret security clearance is required on first day of employment. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

The salary range for this role is 82,000 USD - 164,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
