Position Overview

ICF is currently seeking an IT Technical Support Project Manager to provide Program Support Services (PSS) for the Office of Child Support Enforcement (OCSE). The purpose of this project is to assist the client in enabling state and tribal child support agencies to better comply with federal law and improve enforcement and service delivery through program and IT management, technical support, training/communications, and data access services. The IT Technical Support Project Manager is a senior technical leadership role responsible for planning, coordinating, and overseeing the delivery of technical support services across a complex federal information technology portfolio. This position manages multidisciplinary teams supporting Independent Verification and Validation (IV&V), data quality management, cybersecurity compliance, enterprise architecture, and system testing activities to ensure the integrity, security, and performance of mission-critical federal systems.

The role serves as the primary technical coordination point between Government stakeholders, development contractors, operations teams, and external partners. The role ensures that software releases, data processes, and security activities are executed in compliance with federal regulations, industry standards, and contractual performance requirements while supporting continuous improvement, automation, and innovation.

Key Responsibilities:

  • Technical Program and Project Management
  • Provide leadership and oversight for all technical support activities across the contract, ensuring alignment with program priorities, schedules, and performance requirements.  Plan, organize, and manage resources supporting IV&V, data quality, security compliance, and enterprise architecture activities.
  • Serve as the primary point of contact for Government stakeholders on technical matters, risk mitigation, delivery status, and all technical support activities across the contract.  Establish and maintain project plans, schedules, and performance monitoring processes to ensure timely delivery of technical services.
  • Independent Verification and Validation (IV&V) Oversight
  • Manage IV&V activities across multiple lines of business supporting systems in operations, maintenance, and enhancement life cycles. Oversee preparation of IV&V work plans, schedules, standard operating procedures, and progress reporting.
  • Oversee execution of functional, regression, performance, accessibility (Section 508), and user acceptance testing.  Direct development of requirements assessments, traceability matrices, automated regression testing, and acceptance testing procedures. Coordinate testing environments, test beds, and secure connectivity required for system validation.
  • Data Quality Management and Analysis
  • Lead enterprise-wide data quality initiatives to improve accuracy, consistency, completeness, and reliability of program data.  Oversee development and implementation of data quality standard operating procedures and governance processes.
  • Oversee recurring data analysis activities across multiple datasets, reports, and interfaces. Ensure alignment of data quality activities with business requirements and user needs across program areas. Provide analytical insights and recommendations to improve data integrity and operational decision-making.
  • Security Compliance and Risk Management
  • Oversee security compliance activities supporting federal systems to ensure adherence to federal cybersecurity laws, policies, and frameworks. Coordinate continuous monitoring, vulnerability assessments, penetration testing support, and security control assessments. Manage maintenance of system authorization documentation and Authority to Operate (ATO) requirements.
  • Serve as the central coordination point for security activities across Government stakeholders, contractors, and external partners. Oversee development and maintenance of security policies, procedures, and risk mitigation strategies. Coordinate security incident response activities.
  • External Stakeholder Security and Compliance Support
  • Coordinate security compliance reviews and recertification processes for external partners and data exchange stakeholders.  Oversee preparation and maintenance of security agreement templates, assessment reports, and compliance documentation.  Provide guidance to stakeholders regarding compliance with federal security and privacy requirements.
  • Enterprise Architecture and Strategic Technical Support
  • Support development and maintenance of enterprise architecture models aligned with federal enterprise architecture frameworks and reporting requirements. Analyze enterprise architecture consistency across reporting tools and systems. Provide research, analysis, and recommendations on emerging technologies and architecture governance practices.  Support technical roadmap development and modernization initiatives aligned with strategic goals.
  • Collaboration, Communication, and Governance
  • Facilitate collaboration among program support teams, development contractors, operations staff, and Government stakeholders.  Prepare technical reports, briefings, and status updates for leadership and oversight bodies. Support Government review of contractor deliverables to ensure quality, compliance, and risk mitigation. Promote adoption of automation, documentation standards, and operational efficiency improvements across teams.

Required Qualifications:

  • Bachelor’s degree in information technology, Computer Science, Engineering, or a related field (Master’s preferred).
  • Minimum 15 years of experience managing IT projects or technical programs in complex environments to include: experience with software testing, IV&V, Data Quality, Security Compliance and Enterprise Architecture.
  • 1 plus years supporting cybersecurity compliance, risk management, or federal security frameworks.
  • 5 years of project management principles, Agile methodologies, and system development life cycles.

Preferred Qualifications:

  • Project Management Professional (PMP), Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), or similar certifications.
  • Strong experience supporting federal agencies or regulated environments.
  • Familiarity with federal cybersecurity frameworks such as NIST Risk Management Framework (RMF) and FISMA requirements.
  • Experience with automated testing tools, defect tracking systems, and data analytics platforms.
  • Knowledge of enterprise architecture frameworks and IT portfolio management processes.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$98,187.00 - $166,919.00
