The primary purpose of this position is to serve as an Information Technology Specialist and senior advisor on a broad spectrum of technology, data, and analytics issues for the Director, Office of Labor and Economic and Analysis (OLEA) at the United States Air Force Academy.

Major Duties:

  • Supervise IT, Data, and Analytic Support. Senior IT Specialist in OLEA managing all IT, data, and analytic support activities. Data Warehouse Management. Manages the collection, analysis, standardization and integration of large volumes of administrative data from over 25 legacy systems within the Department of the Air Force and DoD into a multi-terabyte data warehouse. System Administration/Security Assessment. Senior System Administrator responsible for designing, deploying, and managing enterprise architecture of over servers, as well as more than 50 terabytes of enterprise storage. Technology Innovations. Evaluates hardware/software capabilities to satisfy automation requirements.

Examples of specialized experience includes: Applying broader IT systems analysis, database, and applications software functions/capabilities to the evaluation of new and emerging IT security methods/principles and the feasibility of proposed applications software projects; utilizing the interactions of total server hardware, operating system software, and database management software to develop database specifications and determine sources of system failures; designing, programing, testing, debugging, and maintaining information systems and applications software; ensuring successful integration with existing and anticipated infrastructure in the database environment; and planning, organizing, and directing the functions and staff of an organization. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of military personnel and broader DoD IT systems analysis, database, and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects; and to design, write, program, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment. Knowledge of Federal, DoD, Air Force, and Space Force database laws, regulations, policies, issues, trends, and organizations. Knowledge of military personnel and broader DoD IT management information systems, database, and applications software technology to isolate causes of problems between hardware, system, and applications software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations. Knowledge of military personnel and broader DoD IT management information systems requirements, database, and application software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. Ability to plan, organize, and direct the functions and staff of an organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
