Major Duties:

  • As a IT SPECIALIST (SYSANALYSIS/APPSW) at the NH-2210-2/3 some of your typical work assignments may include: Ensure program and security engineering activities are synchronized with USTRANSCOM's transformation efforts (Cloud Migration, Agile Software Development, Application Modernization, and Cybersecurity). Work in a collaborative environment to fully understand customer requirements and support their program to achieve full lifecycle management of services. Analyze and evaluate IT strategic plans and programs; provide recommendations to senior leadership to improve IT functionality with an emphasis on DevSecOps methodologies. Analyze and evaluate the agile software development lifecycle for programs and provide recommendations to monitor and improve ability to securely deliver capability to the customer. Ensure cloud sourced information security products/tools and services are delivered to the government to meet or exceed statutory and regulatory requirements.

Qualifications: You may qualify at the NH 02 , if you fulfill the following qualifications: A. One year of specialized experience equivalent to the NH-1/GS-04 grade level in the Federal service as listed below: Assist with oversight of engineering design, test, and cybersecurity evaluations of IT systems and system modification. Assisting with research for new and emerging IT products and technologies for compliance with approved IT systems policies, standards, and technical architectures, OR B. 4 year course of study leading to a Bachelor's degree , OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) You may qualify at the NH-3, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-2 (GS-11) grade level in the Federal service as listed below: Lead application modernization technical and engineering efforts for IT systems to a microservices container-based cloud architecture within a CI/CD pipeline. Lead Agile software development for one or more applications as a developer, Product Owner, or Scrum Master. Ability to develop and analyze agile metrics to monitor maturity of agile software development for a team or organization. Perform risk assessments against an IT system to include static and dynamic code analysis using tools such as fortify and SonarQube. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
