To perform technical work on the Civil Engineer (CE) Control Systems (CS) and their associated network architecture with the purpose of properly installing, maintaining, and incorporating Cybersecurity measures at all levels.

Major Duties:

  • - Installs, maintains, and identifies issues with system configuration and architecture documentation - Manages the Civil Engineer Security Program for all CE owned and/or operated control systems - Maintains control systems and applications on those systems - Performs as a technical advisor to functional users of CE control systems.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ SPECIALIZED EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade GS-09. Examples of specialized experience includes: The utilization of control system network operations, protocols, and IT security principles to create and implement IT security plans/procedures in the development and operation of network systems; the application of project management principles/methods and the organization's network architecture, topology and protocols to plan, develop, and integrate control system networks consistent with existing or planned network infrastructures; and the utilization of organizational IT goals to review and consult on IT related contracts and serve as a technical authority on IT systems and service contracts. OR EDUCATION: Ph.D. or equivalent Doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent Doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. (NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS) FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of control systems security principles, topology, architecture, installation, operation, and maintenance and role of control systems. 2. Knowledge of a full range of IT and OT security principles, concepts, practices, products and services (including systems hardware, software, database software, immediate access storage technology, firmware), and methods for evaluating risk and mitigating vulnerabilities, implementing improvements, and disseminating security tools and procedures and skill to apply cybersecurity and privacy principles to organizational requirements (relevant to confidentiality, integrity, availability, authentication, non-repudiation). 3. Knowledge of control systems and their applications software technology to isolate causes of and resolve problems between hardware, system, and applications software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and utility operations. 4. Ability to conduct IT and OT systems and software analysis, functions, techniques, and capabilities sufficient to evaluate the feasibility of proposed new systems and software projects, design and maintain systems and applications software, and ensure successful integration with existing and anticipated infrastructure. 5. Ability to maintain an up-to-date awareness of technological advances and forecast how management can meet future policy and mission requirements. 6. Ability to plan, organize and direct, and ability to communicate effectively, both orally and in writing to coordinate technical support of system applications.
