ICF is currently seeking an IT Portfolio Management Support /Data Analytics Project Manager to provide Program Support Services (PSS) for the HHS Office of Child Support Enforcement (OCSE). The purpose of this project is to assist the client in enabling state and tribal child support agencies to better comply with federal law and improve enforcement and service delivery through program and IT management, technical support, training/communications, and data access services. The IT Portfolio Management Support /Data Analytics manager is a senior program leadership position responsible for the comprehensive management, administration, and performance oversight of a federal contract supporting information technology, governance, and program operations. This role ensures that all work is executed efficiently, on schedule, within budget, and in full compliance with contractual requirements, federal standards, and organizational policies.
The IT Portfolio Management & Data Analytics Manager leads portfolio oversight, performance management, financial analysis, and data-driven decision support for an HHS IT portfolio under Task 2 – IT Portfolio Management Support. The role ensures that IT investments align with mission priorities, comply with federal governance requirements, and achieve measurable performance outcomes. The Manager provides executive-level insights, supports governance forums, and oversees analytics activities to improve portfolio efficiency and effectiveness. This position requires strong experience in federal IT portfolio management, Earned Value Management (EVM), budget planning, and advanced analytics within a civilian agency environment.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
