Job Summary: This position serves as a Project Specialist in the Division of Design and Construction within the Park Planning, Facilities and Lands. Major Duties:

  • The major duties of the Interdisciplinary General Engineer/Civil Engineer position include, but are not limited to, the following: The Project Specialist is responsible for assisting the Project Manager (PM) in initiating, establishing, guiding, and controlling one or more projects from inception through completion. Incumbent uses knowledge of the organization, operations, financial, and scheduling processes as well as professional discipline skills to help guide project formulation, and development through to completion of projects that are within quality, budget, and schedule commitments. Incumbent will be responsible for writing scopes of work; developing Government estimates; assisting in the negotiation of task orders and construction contracts; coordinating contracted efforts; providing quality assurance of contracted products; and closing out compliance, pre-design, design, and construction management efforts provided by numerous external contractors performing professional services on major, simple to highly complex, multi-phased projects the parks. If deficient work is encountered, the incumbent works expeditiously with the A/E and or Construction Management (CM) firm to resolve all outstanding issues. Incumbent serves as the primary or alternate Contracting Officer's Representative (COR) on assigned projects.

Qualifications: All qualifications must be met by the closing date of this announcement-03/20/2026-unless otherwise stated in this vacancy announcement. To qualify for this position at the GS-12 grade level, you must possess the following at least one of the Basic Requirements by close of the announcement: Education A. Successfully completed a full 4-year professional engineering curriculum, leading to a bachelor's or higher degree in engineering from an accredited college or university that has an engineering curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) .-OR-B. Successfully completed a full 4-year professional engineering curriculum leading to a bachelor's or higher degree in engineering. The curriculum included differential and integral calculus and courses in five of the following seven areas of engineering science or physics (more advanced than first-year physics and chemistry): (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR-C. Successfully passed the Engineer-in-Training (EIT) examination AND completed of all of the requirements for a bachelor's degree in engineering technology (BET) that included 60 semester hours of courses in the physical, mathematical, and engineering sciences as listed above .-OR-D. Registered Professional Engineer in a state in the U.S., the District of Columbia, Guam, or Puerto Rico. My registration is based on passing a written examination given by the State Board. -OR-E. Completed at least 60 semester hours of courses in the physical, mathematical, and engineering sciences that included courses as described in B above, and are acceptable toward a degree in professional engineering. -OR-F. A combination of education and experience. Successfully completed a 4-year curriculum leading to a bachelor's degree in engineering technology or in a related scientific curriculum such as physics, chemistry, architecture, computer science, mathematics, hydrology, or geology. Additionally, my work experience includes one or more years of professional engineering experience acquired under professional engineering supervision and guidance. In addition to the Basic Requirement you must also meet the following Minimum Qualification Requirements. To qualify for this position at the GS-12 grade level, you must meet the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) Assisting a diverse interdisciplinary group to complete complex projects through inception, execution and completion; 2) Providing expertise by assisting project manager on multiyear planning, design, and construction projects including unique solutions, recommendations, and leading negotiations. 3) Managing specific components in complex construction projects including defining project needs, monitor project progress, approve contractor submittals, monitor project funding and complete final inspections; 4) Utilize software, including but not limited to email, Microsoft project and office, etc. 5) Enforce contract administration; 6) Assisting project managers in maintaining project compliance, quality, scope, budget, and etc. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
