Job Summary: This position is located in the Human Resources Division-Arlington, VA. The selectee of this position serves as a Human Resources Specialist (Recruitment & Placement). This is a developmental position and the selectee will be responsible for providing recruitment, staffing and placement and management advisory services for assigned USMS organizations.

Major Duties:

  • As a Human Resources Specialist (Recruitment & Placement) at the GS-0201- 7/9 level, some of your typical work assignments may include: Performing internal and/or external staffing and placement work. Conducting job analyses, post vacancy announcements, and issue referral lists of qualified candidates. Responding to routine customer inquiries or requests. Providing advisory services to managers, administrative liaisons, and employees when the issues addressed are routine in scope. Developing agency metrics on recruitment activities and data. Assignments will become more complex with less Supervision as advancement is made through the career ladder progression to the full performance GS-0201-12 level. Qualifications: GS-07 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 grade level is required to meet the time-in-grade requirements for the GS-07 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). You may qualify at the GS-0201-07 level, if you fulfill the following qualifications: A. One year of specialized experience at or equivalent to the GS-05 level of the Federal Service that included:1) Utilize an automated staffing system for processing personnel actions; 2) Assist senior specialists in retrieving and/or uploading candidate documents and other candidate and/or vacancy/case file information via an automated recruiting system (e.g. USA Staffing, QuickHire, Avue, Monster, or other similar systems); 3) Assist in the review of applicant documents for eligibility and follow established processes, policies, laws and regulations as it relates to Title 5 CFR, U.S.C. codes, OPM and Agency Merit system principles; and 4) Gather information and data, as needed for recruitment & staffing actions and reports via automated tools (e.g. Microsoft Access/ Excel, Lotus Notes, or other similar systems). OR B. Superior Academic Achievement: Completion of a 4-year course of study leading to a bachelor's degree in a field of study that demonstrates the competencies required by this position with either (1) a grade point average (GPA) of 3.0 based on a 4.0 scale as recorded on final transcript or as computed based on 4 years of education or as computed based on courses completed during final 2 years of the curriculum; (2) a 3.5 GPA based on a 4.0 scale for all required courses completed in a qualifying major field of study at either the time of application or during the last two years of your undergraduate curriculum; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; or, (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies. (MUST SUBMIT TRANSCRIPTS). OR C. Education: One full year of graduate level education (18 semester hours) in an accredited or pre-accredited college or university in one of the following related fields: Personnel Management, Human Resources Management, Business Administration, or any other similar degree for which such education demonstrates the knowledge, skills, and abilities necessary to do the work of this position. (MUST SUBMIT TRANSCRIPTS). OR D. Combination: Possess a combination of the education and experience as described above. (MUST SUBMIT TRANSCRIPTS). GS-09 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 grade level is required to meet the time-in-grade requirements for the GS-09 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). You may qualify at the GS-0201-09 level, if you fulfill the following qualifications: A. One year of specialized experience at or equivalent to the GS-07 level of the Federal Service that included:1) Utilize an automated staffing system for processing personnel actions; 2) Retrieving and uploading candidate documents via an automated recruiting system (e.g. USA Staffing, QuickHire, Avue, Monster, or other similar systems); 3) Assists higher-graded specialists in providing advisory services to managers, administrative liaisons, and employees and; 4) Gather information and data, as needed for recruitment & staffing actions and reports via automated tools (e.g. Microsoft Access/ Excel, Lotus Notes, or other similar systems). OR B. Education: A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher-level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Qualifying major fields of study include: Business Administration, Organizational Management, Workforce Development, Communications, Psychology, and Human Services. OR C. Combination: You must have a combination of the specialized experience and the graduate level education as described above. (MUST SUBMIT TRANSCRIPTS).
