Job Summary: About the Position: Serves as a Human Resource Specialist within the Human Resources (HR) Division, Human Capital Management (HCM) Branch, Strategic Talent Sourcing & Workforce Planning Team (STS&WP). This position is not covered by a bargaining unit.

Major Duties:

  • Develop and execute an annual sourcing strategy to ensure that an adequate base of well-qualified and properly skilled applicants from a variety of sources is available to meet management's needs for mission critical occupations.
  • Analyze a vast array of considerations (e.g., actual and planned organizational changes, history, known and expected military force structure changes, turnover ratios) to project the number, timing, and skills mixes of anticipated vacancies.
  • Develop, modify, evaluate, and monitor execution of human resources practices and procedures as they relate to DoDEA sourcing and workforce transitions programs.
  • Build and maintain relationships with internal and external departments and stakeholders to ensure the necessary integration of organizational principles.
  • Provide input to internal administrative operations and procedures for key events concerning equitable policies, practices, and issues.

Specialized Experience for GS 12: One year of specialized experience which includes developing annual talent sourcing strategies, measuring results of talent sourcing methods, evaluating human resources practices and procedures related to talent sourcing programs, developing or analyzing strategies, theories, and/or initiatives, and developing recommendations concerning issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS 12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement for GS 12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
