Job Summary: This position is located at the Defense Commissary Agency (DeCA) Headquarters, Fort Lee, VA in the Human Resources Directorate, Staffing and Classification Division.

Major Duties:

  • As a Human Resources Spec (Class/Recruitment), you will be responsible for the following duties (If selected at the GS-11 level, duties will be performed in a developmental capacity): At the GS-12 level, performs duties which provide full range of Federal Civilian Classification and Recruitment Services Provides advisory services to all management levels within assigned organizations on specific and organization-wide issues impacting either a single Federal civilian Human Resources (HR) function or multiple program areas. Promotes the establishment and achievement of the overall Federal civilian HR program objective throughout the organizations. Provides advice regarding Federal civilian position design and structure to managers and supervisors. Analyzes and completes Federal civilian recruitment and placement actions, taking into consideration turnover, funding, retirement, mission and technology to ascertain staffing needs, and studies labor market for possible recruitment sources. Provides advice and guidance to supervisors concerning Federal civilian classification. Provides management with insight in establishing organization structures that are efficient, cost effective, support desired grade levels, and facilitate career development. This position offers promotion potential to a higher grade. To prepare you for the higher grade, work assignments will be progressively more complex. After meeting all qualifications and requirements for the next grade level and with your supervisor's recommendation, you may be promoted without further competition. Qualifications: To qualify for a Human Resources Spec (Class/Recruitment), your resume and supporting documentation must support: A. Creditable specialized experience includes: GS-11 Providing assistance on recruitment and placement actions. Assisting with providing information on recruitment strategies, sources, and special programs. Providing support in the development of short and long-range staffing plans to help forecast human resources mission requirements, review past recruitment practices, and provide information to managers on future recruitment strategies. Assisting with position management and classification functions. Assisting in the process of planning and implementing reorganizations. Providing information on organization/position structures, possible classification changes, and the impact on positions or employees. Helping review associated actions to ensure compliance with requirements before new structures are implemented. GS-12 Classifying Federal civilian position descriptions across multiple grade levels and assists with organizational reviews for position management. Advising management on recruitment strategies, sources and special programs. Developing or assisting in development of staffing programs in response to legislative or regulatory changes, DoW mandates, or DeCA initiatives. Advising on organization/position structures, possible classification changes, position or employee impact. Helping review associated actions to assure compliance with requirements prior to implementing new organizational structures. Time-in-grade: applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. To qualify based on education in lieu of specialized experience, you must possess: - GS-11: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. - GS-12: There is no education substitution at this level. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-11 and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. If applying at the GS-12 level you are not eligible to use VRA appointment eligibility.
