Major Duties:

  • MAJOR DUTIES: Responsible for managing a Nonappropriated Fund (NAF) Human Resources Program and providing leadership, operational direction and subject matter expertise for a full service HR department, including: employee/labor relations, recruitment and placement, personnel security/suitability, employee development, position management, classification, compensation analysis, benefits administration, incentive award programs, employee engagement, organizational design, change management, as well as manage HR due diligence to ensure regulatory compliance. Serves as the senior HR advisor working with senior level executives to solve complex organizational challenges through people-related solutions. Partners with the organization's leaders and managers, develops a strong knowledge of business operations and people practices to promote the organization's strategic priorities, culture, mission and values. This individual collaborates with others across business functions to assess situations, analyze data, challenge conventional wisdom, and create new practices to ensure MCCS hires, on-board, develops, motivates, retains and engages a cadre of highly talented people. As the senior subject matter expert in HR and the direct advisor to senior leaders, the incumbent will coach, develop and challenge leaders at all levels of the organization, to ensure a culture of accountability in leadership, as it relates to the company's human capital. Will partner with management in the initiation, design, and execution of strategic workforce planning. In close collaboration with management, develops initiatives for enhancing workforce leadership and team effectiveness while coaching people management responsibilities. Plans, organizes, and manages internal procedures and resources to ensure maximum productivity, efficiency, and economy. Prepares financial plans and related records and reports. Exercises unilateral authority on approved budgets. Monitors programs on a regular basis and initiates corrective action to ensure program objectives are being satisfied. Obtains input from functional area directors to facilitate the process of developing strategic human resource plans. Develops long range plans in conjunction with internal operating directives and exercises internal personnel management authorities as delegated by the MCCS Director. Directly or indirectly through subordinate supervisors, will lead, guide, counsel and train assigned employees, as well as appraise their overall work performance. Approves or disapproves leave, and personnel actions. Must be alert to substance abuse and take appropriate action. Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment. This is a white-collar position where occasional lifting up to 20 lbs may be required. Performs other related duties as assigned.

Qualifications: MINIMUM QUALIFICATIONS: A minimum of 5 years' HR experience at the senior management level that clearly demonstrates an ability to plan, strategize, organize, and direct a comprehensive human resources operation. Direct experience in the development and deployment of effective change management practices during times of significant restructure, both departmentally and organizationally. Must have effective writing and oral presentation skills and the unquestionable ability to communicate with audiences at all levels. Must have a working knowledge of Human Resource Management Systems, (Oracle - PeopleSoft® preferred), to include the advanced application of statistical reporting that is available through those systems. Must have experience in formulating and administering a large operating budget. Must possess the ability to translate operational business strategies and then align HR programs & practices to support them. Must have the ability to ensure consistency in the application of organizational HR policies, procedures and practices to ensure compliance with applicable laws, rules, regulations and policies. Must be able to obtain and maintain a Tier-3 with secret clearance and/or non-critical sensitive clearance as required. This activity is a Drug-free workplace.
