Your New Role

As a Permanent full-time Human Resource Analyst 1, you will provide professional human resource services to the agency in the areas of Employee Leave Coordination, Recruitment, and Human Resource Information Systems (Workday). You will work independently to interpret and apply federal, state, and local laws, civil service rules, collective bargaining agreements, and established policies. Your primary responsibilities include coordination and administration of employee leave programs such as FMLA/OFLA, Paid Leave Oregon, and other statutory leave programs; recruitment administration; and ensuring accurate data management and compliance within Workday.

This position is located in Salem and has the potential for hybrid-remote work; however, travel expenses to Salem for required in-person duties are not reimbursed.

Minimum Qualifications:

  • A bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; OR
     

  • Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and one-year Human Resource experience; OR
     

  • Three years Human Resource paraprofessional or technical-level experience.
     

  • The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.
     

  • Valid certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of human resource professional-level experience.
     

  • Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional human resources experience.

Special Requirements:

  • To be hired, a criminal record and driving record check must be completed that meets OPRD Criteria at the time of hire, and throughout employment while also maintaining a valid driver’s license.

Desired Attributes:

  • Demonstrated excellent written/verbal communication and presentation skills. Commitment to providing excellent customer service using interpersonal skills to build relationships with internal and external customers.

  • Experience using Workday or another Human Resource Information System, including data entry, auditing, and workflow monitoring.

  • Experience administering FMLA/OFLA, Paid Leave Oregon, Hardship Leave requests or similar programs and full cycle recruitment.

  • Commitment to being a team player, collaborating with peers ongoing development on unconscious bias; and diversity, equity, and inclusion.

  • Ability to prioritize and balance multiple projects and tasks with competing deadlines and managing multiple HR email inboxes.

  • Knowledge and experience interpreting personnel rules, procedures, regulations approving requests, and other day-to-day HR administrative tasks.

  • Identify underlying principles, reasons or facts by breaking down information or data into separate parts. Compile, code, categorize, calculate, tabulate, verify or process information or data.
