Job Summary: The incumbent serves as a Specialist with the Chief of Staff office at Robley Rex VA Medical Center (RRVAMC) responsible for the coordination of developing, managing and directing the Facility Provider Recruitment Program from the facility-level, to include Physicians, Dentists, Podiatrists, Nurse Practitioners and Physician Assistants. The incumbent is supervised by the Executive Assistant to the Chief of Staff.

Major Duties:

  • Develops a thorough, administrative and strategic operational initiative of the organization that enables the specialist to identify problems, analyze data, and recommend resolutions based on specific knowledge of the organization's objectives and priorities, resources, and catchment area within the Chief of Staff clinical services. Plans, organizes, trends and reviews requests for resources within their assigned executive's chain of command and makes recommendations, based. Assists the Executive Leadership Team in assessing needs in a realistic fashion, documenting them effectively, and presenting them to a diverse audience of internal and external stakeholders. Point out (and correct as appropriate) errors, incomplete or inconsistent data, and illogical arguments or conclusions. Reviews as assigned i.e. resources requests for FTEE, Equipment, Overtime, and Space, and keeps abreast of the medical center budget and forecast needs based on regional market trends. Demonstrates the ability to make sound decisions in day-to-day functions of the position. Participate and lead fact-finding and administrative board of investigations for useful, effective evidence-gathering and reliable, efficient fact-finding in a wide array of circumstances, as charged by the Medical Center Director. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/08/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement: Applicants must possess an undergraduate or graduate level degree with a Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Must possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the healthcare field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: * Missions, organizations, programs, and requirements of health care delivery systems; * Regulations and standards of various regulatory and credentialing groups; and * Government-wide, agency; and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. In addition to the Time-in-Grade Requirement and Individual Occupational Requirement, applicants must also possess the specialized experience as described below:GS-11 SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: specific knowledge of the principles, methods, and tools for automating, developing, implementing, or administering database systems, planning, coordination, and execution of business functions, resource allocation, and production, expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately, analyze trends and forecast changes in workforce requirements and prepare reports and recommendations on a monthly basis as to most effective manner or recruitment. OR EDUCATION: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have PH.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree. OR COMBINATION: Applicants may also have an equivalent combination of successfully completed graduate level (beyond a master's degree) and specialized experience as described above to meet total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration).
