The Opportunity: 

CACI is seeking a SAFe Agile Coach and Scrum Master to drive Agile execution excellence across a large-scale federal HCM modernization program. This initiative will deploy Oracle Fusion Cloud HCM to serve federal civilian employees across numerous agencies, and the SAFe Agile framework is the delivery engine that makes this complexity manageable. As an Agile Coach and Scrum Master, you will facilitate Agile Release Train (ART) ceremonies, serve as Scrum Master for cross-functional teams spanning Core HR, Talent and Learning, Benefits, Compensation, HCM Application Security, and Technical/Functional Support, and coach teams on SAFe principles and practices. You may also serve as a Release Train Engineer (RTE), orchestrating PI Planning events, managing cross-team dependencies, tracking velocity and throughput metrics, and driving inspect-and-adapt cycles. With Oracle quarterly updates, parallel agency transitions, and comprehensive functional requirements to deliver, the program demands disciplined Agile execution at every level. This role is for Agile professionals who want to coach and lead at enterprise scale on a program that will define federal IT delivery for years to come. This position is at the T4 (senior) level, suited for an experienced technical professional who operates with significant independence, resolves complex technical challenges using advanced techniques, and provides guidance and mentorship to less experienced team members. 

Responsibilities: 

• Serve as Scrum Master for one or more cross-functional Agile teams aligned to Oracle Fusion Cloud HCM modules including Core HR, Talent Acquisition, Talent Development/Learning, Benefits, Compensation, HCM Application Security, or Technical/Functional Support 

 Facilitate all SAFe Agile ceremonies including sprint planning, daily stand-ups, sprint reviews, sprint retrospectives, backlog refinement, and team-level inspect-and-adapt sessions with a focus on continuous improvement 

• Serve as or support the Release Train Engineer (RTE) in planning and executing Program Increment (PI) Planning events, coordinating across multiple Agile teams to establish PI objectives, identify cross-team dependencies, and set realistic commitments 

• Track and report Agile metrics including team velocity, sprint throughput, cycle time, cumulative flow, defect rates, and PI predictability measures to provide visibility into team health and delivery performance 

 Identify, track, and drive removal of impediments that block team progress, escalating systemic issues to program leadership and facilitating cross-team resolution for shared dependencies 

• Coach team members, product owners, and stakeholders on SAFe Lean-Agile principles, Scrum practices, and continuous delivery mindset, fostering a culture of collaboration, transparency, and relentless improvement 

• Coordinate cross-team planning for Oracle quarterly update sprints, ensuring that update assessment, regression testing, and deployment activities are integrated into the overall PI cadence without disrupting feature delivery 

 Facilitate Agile Release Train (ART) sync meetings, Scrum of Scrums, and system demos to synchronize progress across functional, technical, integration, and testing teams 

• Support agency transition task orders by adapting Agile practices to the unique needs of each agency migration wave, scaling ceremonies and cadences for Small, Medium, Large, and X-Large agency complexity tiers 

 Maintain and optimize Agile tooling (JIRA, Confluence, or equivalent) to ensure accurate backlog management, sprint tracking, and program-level reporting across all Agile Release Trains 

 Facilitate inspect-and-adapt workshops at the end of each PI, driving problem-solving sessions that identify systemic improvements and generate actionable improvement stories for the next PI 

 Operate with significant independence to analyze and resolve complex functional and technical issues, applying advanced techniques and serving as a go-to technical resource and mentor for less experienced team members across the program 

• Lead small work efforts and technical initiatives within the assigned functional area, contributing to team strategy, conducting technical reviews of deliverables, and guiding junior consultants on Oracle Fusion Cloud HCM best practices and solution approaches 

Qualifications: 

Required: 

 Bachelor's degree in Business Administration, Information Technology, Computer Science, or a related field 

• 7+ years of professional experience in Agile coaching, Scrum Master, or Agile delivery roles for enterprise IT programs 

• Active SAFe certification required — one or more of: SAFe Agilist (SA), SAFe Scrum Master (SSM), SAFe Advanced Scrum Master (SASM), or SAFe Program Consultant (SPC) 

• 5+ years of hands-on experience serving as a Scrum Master or Agile Coach for teams of 7-12 members in an enterprise software development or implementation environment 

 Demonstrated experience facilitating PI Planning events, managing program-level backlogs, and coordinating cross-team dependencies in a multi-team SAFe Agile Release Train 

• Strong facilitation and conflict resolution skills with the ability to guide teams through challenging discussions, retrospectives, and problem-solving sessions 

• Experience with Agile project management tools such as JIRA, Azure DevOps, or Rally for backlog management, sprint tracking, and metrics reporting 

• Excellent communication skills with the ability to interact effectively with technical teams, product owners, and program leadership 

• Must be able to obtain and maintain a Public Trust clearance (US Citizenship required) 

 Additional experience may substitute for degree 

Desired: 

• 6+ years of Agile coaching or Scrum Master experience, including enterprise-scale SAFe implementations with 5+ Agile teams 

• Experience serving as a Release Train Engineer (RTE) responsible for ART-level planning, execution, and continuous improvement 

• Multiple SAFe certifications (e.g., SA + SSM + SPC, or RTE + SPC) demonstrating breadth across the SAFe framework 

• Experience coaching Agile teams in Oracle Fusion Cloud HCM, Oracle ERP Cloud, or comparable enterprise SaaS implementation programs 

• Familiarity with federal IT program delivery, government contracting environments, and the unique challenges of Agile adoption in regulated federal settings 

• Experience with SAFe Lean Portfolio Management practices including portfolio Kanban, strategic themes, and lean budgeting 

 ICAgile Certified Professional in Agile Coaching (ICP-ACC) or Certified Scrum Professional (CSP-SM) certification 

• Experience with Oracle Cloud technologies including Oracle Integration Cloud (OIC) and/or Oracle Cloud Infrastructure (OCI) in enterprise HCM or ERP environments

Pay Range:

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$103,800 - $218,100
