  • Manage and administer non-competitive procurements from initiation through completion for the General Services Department.

  • Serve as General Services’ sourcing agent and team contributor for non-competitive agreements.

  • Maintain accurate procurement records and manage the eGenda process, including reports and materials for Board/County review.

  • Act as Administrative Agent for assigned General Services term contracts.

  • Prepare, review, and ensure contract documents comply with County and State legal requirements.

  • Develop bid and solicitation materials, including specifications, forms, timelines, and implementation processes.

  • Negotiate contract terms, manage performance, ensure compliance, and resolve contract-related issues or disputes.

  • Build and maintain strong relationships with internal stakeholders, vendors, and external partners.

  • Monitor budgets, spending trends, contract caps, and risks; report changes and ensure ongoing compliance.

  • Support business operations through budget planning, process improvement, reporting, and backup procurement assistance.

Work Hours:  Monday- Friday, 7:30 a.m. - 4:00 p.m.

About You

Minimum Qualifications:

  • Associate's degree from an accredited college or university in Public Administration, Business, Finance, or related field AND three (3) years of professional experience.

  • -OR- Bachelor's degree in an accredited college or university in Public Administration, Business, Finance, or related field AND one (1) year of professional experience.

  • -OR- Five (5) years of professional-related experience can be substituted for the degree at management's discretion.

  • A valid Florida Driver's License at the time of hire.

Preferred Qualifications: 

  • Previous contract management experience.

  • Strong understanding of government procurement processes and regulations.

  • Proficiency in contract management software and Microsoft Office Suite.

  • Ability to collect and analyze financial data and budgeting experience. 

Subject to Passing Substance Screening:  This position is subject to passing a pre-employment substance screening.  An applicant who fails to pass a required drug screening test shall be disqualified from employment for a period of five (5) years.

About Everything Else

Starting Pay Range: $58,947.20 - $60,424.00/ annually, based on experience
