Position Purpose
Portland General Electric is seeking an experienced Facilities Project & Operations Specialist to support commercial construction, infrastructure renewal, and building operations across a diverse portfolio of 24 facilities totaling 1.3 million square feet and supporting more than 2,600 employees.
This role is ideal for a facilities or construction professional who thrives in active, mission-critical environments and brings strong technical expertise in commercial trades, building systems, project execution, and contractor management.
You will serve as a technical expert within Facilities Management, ensuring our buildings operate safely, reliably, and efficiently while delivering high-quality improvements that directly support business operations and regulatory compliance.
What You’ll Do
Lead Facilities Projects & Infrastructure Execution (80%)
Primary responsibility will be onsite support for two critical PGE sites in Tualatin and Clackamas, with additional portfolio support across the PGE service territory as needed.
This role supports capital projects, O&M-driven infrastructure work, corrective system replacements, and facility improvement initiatives from planning through execution and closeout.
Monitor and respond to building system alarms; coordinate diagnostics, repairs, and corrective actions.
Lead infrastructure replacements, renovations, and facility improvement projects from concept through closeout.
Develop scopes of work, obtain competitive bids, and manage project execution.
Oversee contractors and subcontractors to ensure safety, quality, schedule, and budget performance.
Review and interpret construction drawings, specifications, and technical documents.
Coordinate and oversee maintenance and project activities across HVAC, electrical, plumbing, roofing, structural, life safety, and building automation systems.
Conduct facility inspections and proactively identify deficiencies and infrastructure risks.
Troubleshoot complex building system failures and implement long-term corrective solutions.
Ensure compliance with building codes, OSHA/OR-OSHA regulations, and corporate safety standards.
Maintain detailed documentation of inspections, maintenance activities, and project work.
Drive Strategic Infrastructure Planning (10%)
Support long-term capital planning and infrastructure modernization strategies.
Identify system upgrades based on lifecycle cost analysis and operational impact.
Contribute to energy efficiency and sustainability initiatives aligned with corporate objectives.
Assist in feasibility assessments and capital prioritization planning.
Support Budget & Financial Management (10%)
Review and analyze vendor proposals and construction estimates.
Track capital and O&M expenditures.
Support cost forecasting and financial reporting.
Ensure cost-effective decision-making while maintaining operational reliability.
What Makes You Successful
Strong commercial construction or skilled trades background with experience managing projects and facilities operations.
Demonstrated experience working in occupied, operational environments.
Advanced knowledge of HVAC, electrical, plumbing, structural, roofing, life safety, or building automation systems.
Ability to read and interpret construction drawings and technical specifications.
Strong organizational skills with the ability to manage multiple concurrent projects.
Clear and professional communication skills.
Ability to work independently while collaborating across departments.
Valid driver’s license and ability to travel between sites.
Preferred Qualifications:
Professional certifications such as PMP, CCM, CFM, LEED, or relevant trade certification or license.
Experience in utility, industrial, or mission-critical environments.
Working Conditions
Participation in an on-call rotation to support after-hours facility needs.
Ability to analyze complex infrastructure systems.
Ability to respond to urgent facility issues as needed.
Ability to lift up to 70 lbs.
Ability to climb ladders and access rooftops and mechanical spaces.

Compensation Range:
$74,325.00 - $123,875.00Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. While we anticipate the selected candidate for this position will fall towards the middle or entry point of the compensation range, the decision will be made on a case-by-case basis.
