Job Summary
The Executive Director of Employee Relations is responsible for shaping and executing strategies and policies that boost employee engagement and help achieve the overarching goals of Health Care Service Corporation (HCSC).
Key duties include managing all facets of labor relations, including negotiating and administering contracts, facilitating third-party interventions, and overseeing employee relations programs. This encompasses employee counseling, conflict resolution, addressing complaints and grievances, arbitration, and ensuring compliance with regulations.
Additionally, the role involves assessing HR needs, crafting tactical plans, collaborating with HR leaders for specialized insights, and guiding the successful implementation of these initiatives. This role is essential to modernizing our approach to increase efficiencies and expedite solutions for business leaders and employees.
Job Responsibilities:
- Strategize and modernize our approach to case management, investigations, and administrative duties leveraging technology (i.e. A.I.) tools and methods to drive efficiency and create capacity
- Guide and partner with HR Business Partners to design, staff and implement effective processes for conflict resolution, corrective action, regulatory investigations, and readiness initiatives.
- Lead development and implementation of policies, procedures, tools and processes necessary to effectively support Business Partners to promote a fully engaged workforce.
- Identify business strategy and tactics and align labor strategy and implementation to Enterprise business needs
- Strategize, partner and drive labor contract administration general labor environment and employee attitudes and perceptions to anticipate events and avoid potential impediments to divisional tactical plans.
- Oversee enterprise strategic plans and provide advice to leadership concerning labor implications and potential impediments; and design and assist in the implementation of plans intended to achieve business objectives
- Prioritize and partner with HR Business Partners on business needs. Proactively monitor and solution employee relations trends leveraging analysis and key trends and metrics.
- Strategize, shift and develop an ER operating model of agility and resilience
- Oversee implementation of corrective action; performance management; employee/management conflicts
- Oversee analysis of critical engagement needs and assist business partners across the organization in the development of plans to enhance engagement
- Lead responsibility for preparation and conduct of union contract negotiations.
- Responsible for planning and preparing operating budget and operational effectiveness for area(s) of responsibilities.
- Ensure consistent and effective labor supply to the corporation through contract negotiation and maintenance that protects the management’s rights to manage.
- Responsible for managing the process related to HCSC’s response to EEOC charges.
- Responsible for the strategy, programs and employee offerings of the Occupational Health team.
- Comply with HIPAA, Diversity Principles, Corporate Integrity, Compliance Program policies and other applicable corporate and departmental policies.
- Maintain complete confidentiality of company business.
- Maintain communication with management regarding developments within areas of assigned responsibilities and perform special projects as required or requested.
JOB REQUIREMENTS:
- Bachelor’s Degree in Industrial Relations or Human Resources Management and 15 years of experience or 19 years of experience.
- 7 years experience in Employee/Labor Relations management.
- Knowledge of the principles of employee/management relations, collective bargaining process (negotiation, contract administration, and arbitrations), and human resource management principles.
- Experience with using modern technology (i.e. A.I.) and other technology tools to drive efficiency and productivity (i.e. case management, investigations, etc.)

- Overseeing the annual budget and allocating resources for various projects and operational needs.
- Translating needs and initiatives into compelling business cases.
- Conducting cost-benefit analyses to justify investments and ensure ROI.

The compensation offered will vary depending on your job-related skills, education, knowledge, and experience. This role aligns with an annual incentive bonus plan subject to the terms and the conditions of the plan.

Base Pay Range
$161,500.00 - $299,700.00
