Job Summary: The Environmental Protection Specialist is located at the Syracuse VAMC in Syracuse, NY. This position plays a central role in planning and administering environmental protection programs and ensuring compliance with federal, state, and local regulations governing air emissions, hazardous materials, non-hazardous and hazardous waste, oil spills, water quality, and the storage of regulated substances, and to alleviate the adverse impacts of human activities on the environment.

Major Duties:

  • ***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major duties and responsibilities include: Responsible for Green Environmental Management System (GEMS) program planning and implementation. Administering GEMS program by managing and implementing GEMS activities and internal reporting. Implementing hazardous waste management program. Advising senior level management officials on the status of programs. Recommending changes in design of facility work programs to meet new environmental requirements. Serving as technical expert on issues related to environmental statutes. Reviewing facility projects to determine the effect on the environment. Providing information that will minimize adverse impact to human health and the environment and reducing the Medical Center's vulnerability. Managing and/or providing technical advice regarding response to environmental emergencies. Interacting with federal, state, and local environmental agencies with respect to facility issues. Scheduling and leading environmental audits to identify and evaluate program implementation and compliance activities. Conducting internal gap analyses of Environmental Management Service. Issuing reports of gap analyses and tracking status of corrective and preventative actions. Managing computer programs and databases to enhance management of environmental programs. Training other employees and lower graded environmental staff. Providing instruction on a variety of subjects related to specific and specialized environmental topics. Adapting various available media to fit special and unique training requirements. Participating in the development of novel or innovative environmental training and promotion activities. Participating/leading in the facility GEMS committee. Performing other duties as assigned. Qualifications: IN ORDER TO QUALIFY FOR THIS POSITION AT THE GS-11 LEVEL YOU MUST MEET THE FOLLOWING: SPECIALIZED EXPERIENCE: You must possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of the position and that is typically in or related to the work of the position to be filled. Specialized experience includes planning and administering environmental protection programs that deal with impacts of human activities on air, land, water, and other media; completing permits and leading facility self-assessments, inspections, and other environmental investigations; determining compliance with environmental regulations and policies. (THIS EXPERIENCE MUST BE SUPPORTED BY YOUR RESUME TO BE CREDITABLE.) ~OR~ SUBSTITUTION OF EDUCATION FOR EXPERIENCE: You must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, from an accredited college or university that is directly related to the position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
