Job Description Summary:
Under general direction, the Economic Development Program Manager is responsible for the administrative and operational aspects of the city's economic development programs. This position ensures the effective execution of high-priority initiatives by providing detailed project coordination, data management, and direct support to businesses and community partners.
Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Manages the day-to-day operations of key economic development programs, such as business attraction, retention, and expansion initiatives.
- Coordinates the implementation of strategic initiatives, including the major redevelopments, by tracking project milestones and assisting with logistics and stakeholder communication.
- Assists in the exploration and development of new governance structures, such as a Downtown Development Authority (DDA), by preparing materials for meetings and coordinating stakeholder outreach.
- Provides administrative support to the Economic Development team, including scheduling meetings, managing calendars, and preparing presentations and reports.
- Collects, organizes, and analyzes data to support strategic planning and grant reporting.
- Creates data visualizations, such as charts, graphs, and maps, to present complex economic information to stakeholders and the public.
- Assists in the administration of grant programs, including processing applications, monitoring compliance, and preparing financial reports.
- Serves as a primary point of contact for businesses and community partners seeking support or information from the Economic Development team.
- Provides direct technical assistance to businesses, helping them navigate city processes and connect with appropriate resources.
- Assists with the development and distribution of marketing materials for economic development programs.
- Updates and maintains program-related content on the city's website and other communication channels.
MINIMUM QUALIFICATIONS
- Ability to coordinate projects. Strong capability to manage multiple project timelines, tasks, and deliverables to ensure smooth execution.
- Ability to demonstrate experience in policy analysis, strategic thinking, research, and policy development. Demonstrated ability to analyze complex problems, develop and present recommendations, write reports, produce requests for proposals and implement changes.
- Ability to demonstrate experience with project management, including administrative, planning, and organizational skills, and a demonstrated ability to coordinate and manage complex projects involving competing interests and objectives.
- Ability to provide customer service. Excels at serving as a primary point of contact for external partners and businesses, providing clear information and assistance.
- Ability to work independently with minimal supervision, to assume responsibility, to prioritize and resolve problems, to work under pressure, to pay close attention to detail, to coordinate tasks to completion and provide quality control for responsiveness and customer satisfaction.
- Skill in administrative and analytical tasks. Proficient in data collection, report preparation, and managing program documentation with accuracy and attention to detail.
- Skill in and solid knowledge of computers and common applications including Microsoft Office Suite, particularly Excel.
- Skill in communication. Proficient in drafting clear and concise correspondence, updates, and marketing materials for various audiences. Excellent verbal and written communication skills, with the ability to effectively communicate and interact with the public and all levels of personnel within the city in a positive and cooperative manner.
- Skill in data management and visualization. Adept at collecting, organizing, analyzing, and visualizing economic data to support decision-making and public communication.
- Valid Driver’s License and ability to maintain an acceptable motor vehicle record.
- Have and maintain acceptable background information, including criminal conviction history.
PREFERRED QUALIFICATIONS
- Three years of experience in local, state, or federal government agencies.
REQUIRED EDUCATION AND EXPERIENCE
- Bachelor’s degree in business administration, public administration, economic development, planning, or related field; or equivalent of eight years’ experience may substitute for the education requirement only.
- Two (2) or more years’ experience in progressively responsible positions in a governmental agency.

WORKING CONDITIONS AND REQUIREMENTS
- Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in an office setting. Work may include extended periods of time viewing a monitor and operating a keyboard. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions.
- Work Environment: Works primarily in a clean, comfortable environment. Works in a setting subject to continuous interruptions and background noises.
- Machines and Equipment Used: Standard office equipment including computers, telephones, and multi-function printers.
