Our current portfolio in Indonesia includes work to support healthcare providers and communities in preventing and responding to communicable and non-communicable diseases, advance digital health innovation, and address global health security priorities.
PATH seeks a District Finance and Administration Officer— based in Maros District of South Sulawesi Province—to support implementation of Phase 2 of the Primary Health Care (PHC) Transformation in Indonesia project, which will include the expansion of project activities to Maros District. The project aims to strengthen cadre skills to implement ILP (integrasi layanan primer/ILP), offer life-course-based PHC screening and referral services, including expanding community-based health screening; promote the use of digital tools to facilitate PHC service delivery and puskesmas-community linkages; and create an enabling and continuous learning environment to enhance cadre and puskesmas skills and further strengthen community PHC delivery.
The Maros District Finance and Administration Officer will lead day-to-day implementation of project finance, operations, and administrative activities in Maros, under close oversight of the Project Coordinator, Senior Accounting and Administration Officer, and Maros District Coordinator. This position will report to the global Project Administrator (PADM). People from minority groups and individuals with disabilities and special needs are encouraged to apply.
Responsibilities:
- Coordinate with the District Coordinator and other district-level project staff to execute all district-level finance, administration, operational, and accounting tasks for the timely and compliant implementation of quarterly district workplans and associated activity budgets.
- Prepare district budget forecasts and ad hoc financial reports, as requested by the Project Administrator, Project Coordinator, and/or Senior Accounting and Administration Officer and with insight from the Maros District Coordinator.
- Coordinate with the Maros District Coordinator and Maros Program Officer to provide logistical support for planned district-level events and meetings.
- Lead district-level procurement processes, including obtaining quotations, compiling documentation for vendor selection, and placing and receiving purchase orders, in accordance with organizational procurement policies and under the oversight of the global PADM and Senior Accounting and Administration Officer.
- Work with the Maros District Coordinator and Maros Program Officer to arrange district-level travel for project staff, consultants, and other visitors.
- Lead efficient and timely review and processing of district-specific bills, invoices, staff reimbursements, and other payments in alignment with organizational and project policies and procedures, with oversight from national Senior Accounting and Administration Officer and the global PADM.
- Maintain district project inventory, including leading regular physical inventory processes for Maros under guidance of the Senior Accounting and Administration Officer and the global PADM.
- Implement district-level routine petty cash transactions and monthly bank payments.
- Track advance receivables in accordance with organizational policies and notifies district-level staff of outstanding balances and coordinates with them to ensure timely reconciliation of outstanding balances.
- Review and conduct due diligence on all financial documentation, invoices, and receipts for accuracy and to align with organizational accounting and auditing standards.
- Manage filing of hard and electronic copies of all financial and administrative documents, per guidance provided by the national Senior Accounting and Administration Officer and the global PADM.
- Provide other administrative, operational, and financial support as requested.
Required Skills and Experience:
- Bachelor's degree, with minimum 3 years of work experience in a similar role; experience working for a health or development-focused non-government organizational or public health program preferred.
- Demonstrated accounting and financial management skills.
- Strong familiarity with accounting software or financial management systems, with the ability to learn and apply new tools quickly
- Excellent organizational skills and attention-to-detail, with proven ability to successfully manage competing priorities and meet deadlines in a fast-paced environment.
- Capacity to work independently and collaboratively in a teamwork environment.
- Proven communication and negotiating skills.
- Strong oral and written proficiencies in Bahasa Indonesia; English language fluency desired.
- Excellent knowledge of Microsoft Office Suite (Excel, Word, PowerPoint, Outlook).
