Reporting to the VP, Governance, this role will play a leadership role in guiding the design, development, implementation and day-to-day execution of Oxford’s Policy Governance Framework and Compliance Management program across Oxford’s operations. This role is accountable for building and operationalizing fit-for purpose governance and compliance capabilities under the direction and oversight of the VP, with a high degree of independence and judgment.  This is an exciting opportunity for someone who thrives in architecting enterprise-wide processes and driving cross-functional collaboration to achieve organizational objectives.

PRINCIPAL RESPONSIBILITIES:

Policy Governance Management

  • Further develop, mature and drive our policy management in alignment with the OMERS Policy Framework.

  • Lead collaboration with policy owners, business leaders, internal stakeholders and subject matter experts to design, refine, and maintain clear, practical, and accessible policies, guidelines, procedures and standards.

  • Oversee the establishment and continuous improvement of robust scalable processes to manage the policy lifecycle, including version control, reviews, approvals, publication, and archival.

  • Provide guidance on policy change management strategies, including developing educational materials, delivering training sessions, and tracking policy awareness and adoption.

  • Champion initiatives to enhance policy clarity, eliminate redundancies, and ensure documentation aligns with both organizational goals and regulatory requirements.

Compliance Management

  • Lead the design and implementation of Oxford’s operational compliance management program, under the strategic oversight of the VP, with a focus on compliance areas not covered by OMERS execution. 

  • Design, implement, and operationalize a proportionate, risk-based compliance monitoring approach, including defining monitoring cadence, evidence expectations, escalations thresholds, and reporting standards.

  • Lead the development and maintenance of compliance RACI catalogues, clarifying accountability between stakeholders, and ensuring responsibilities are well understood and consistently applied.

  • Design, implement and oversee Oxford-specific process(es) to check in with policy owners to verify compliance with internal policies.

  • Partner with business units to develop and deploy practical solutions that align with compliance obligations and/or management plans including identifying and assessing compliance risks and recommending risk mitigation strategies and controls.

  • Develop clear, decision-useful compliance reporting for senior management and for OMERS Compliance, highlighting trends, risks, and areas requiring attention.

  • Serve as a primary liaison for internal stakeholders to facilitate feedback collection and support issue-resolution related to the OMERS global compliance program.

Advisory & Collaboration

  • Act as a trusted advisor to the VP and business leaders by providing strategic insights, expert guidance, and actionable solutions to strengthen policy management and promote compliance best practices across Oxford.

  • Influence without authority by working collaboratively with stakeholders across the organization to align on expectations, build shared ownership, and embed compliance into day-to-day operations.

  • Support effective communication, deliver high-impact training, and elevate awareness of governance and operational compliance initiatives and responsibilities.

Skills & Competencies:

  • Strong knowledge of governance frameworks, policy development, and compliance programs, with a proven ability to lead strategic initiatives, design proportionate risk-based solutions and drive continuous improvement.

  • Excellent communication and drafting skills with the ability to create clear, practical materials and presentations tailored for executive audiences and diverse stakeholder groups.

  • Demonstrated experience designing and implementing change management strategies and education sessions to promote policy awareness, engagement and adoption across the organization.

  • Entrepreneurial mindset, displaying curiosity, resourcefulness and a proactive approach to identifying opportunities for organizational growth.

  • Strong critical thinking and analytical skills to map and analyze business processes, assess gaps, identify risks and opportunities, and formulate actionable recommendations for improvement.

  • Strong people skills with a track record of building strong relationships and collaborating effectively across multiple teams within the organization.

  • Advanced stakeholder management skills with the ability to influence outcomes, facilitate consensus and drive results through collaboration.

  • Excellent teamwork, interpersonal and conflict resolution skills.

  • Strong organizational skills, with a demonstrated ability to prioritize and manage multiple initiatives, manage timelines, and ensure the successful delivery of projects.

  • Comfortable working and dealing with changing priorities in a fast-paced environment.

Experience & Qualifications:

  • University degree or college diploma

  • Minimum of 10 years’ relevant experience in governance, risk management, policy management, or operational compliance or related assurance roles is essential.

  • Demonstrated experience in leading complex initiatives with limited day-to-day oversight, exercising sound judgment and accountability for outcomes.

  • Experience working in a complex, multi-stakeholder corporate environment.
