Job Description:

The Naval Criminal Investigative Service (NCIS) is an organization of approximately 2,200 personnel of which 700 serve at HQ and the remaining staff serve at offices worldwide. NCIS is the Department of the Navy (DON) component with primary responsibility for criminal investigation, law enforcement (LE), counter-terrorism (CT), counterintelligence (CI), and cyber matters. 

The Information Technology Directorate (ITD) supports the NCIS core mission areas to investigate and defeat criminal, terrorist, and foreign intelligence threats by planning for and providing services through appropriate use of the people, equipment, technology, and infrastructure resources of the United States Navy and Marine Corps.

**This is contingent upon position availability in the August 2026 timeframe.**

MEANINGFUL WORK AND PERSONAL IMPACT:

As a Deputy Program Manager, the work you’ll do at GDIT will be impactful to the mission of the NCIS organization.

  • Responsible for planning, management, and execution of IT projects.

  • Executes information technology projects by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, initiating, coordinating, and enforcing systems, policies, and procedures.

  • Ability to create and maintain project deliverables to include project charters, schedules, plans, dashboards, and requirements documents.

  • Ability to brief senior leadership on a regular basis on status of projects. Responsible for coordinating with various technical and business personnel and coordinating resources and timetables.

  • Responsible for understanding cybersecurity requirements related to the project.

  • Recommends information technology strategies, policies, and procedures by evaluating organization outcomes; identifying problems; evaluating trends; anticipating requirements.

  • Provides technical, administrative, and operational management to assigned projects or task(s), including contract and subcontractor management

  • Must have skills in technical management, technical understanding, analyzing information, great communications skills, resource management, problem solving, understanding budgets, coordination, strategic planning, quality management and risk management

  • Interacts with vendors, other agencies, and other client staff and stakeholders

  • Provides quality assurance of project deliverables

  • Provides recommendations to the PM for resource operations management and ensures compliance with all management policies, plans, and procedures

  • Manages and maintains personnel recall and database

  • Maintains employee training certifications and resumes in the GDITs document repository

  • Coordinate hiring, reassignments, and terminations with HR Business Partners and Recruiters as applicable

  • Other duties as assigned by the Program Manager

WHAT YOU’LL NEED TO SUCCEED (Required):

  • Security Clearance Level: Active TS/SCI security clearance

  • Required Experience:

  • 7 years IT project management experience leading both complex and small IT projects

  • Strong DoD subcontracting experience.

  • Must have skills in technical management, technical understanding, analyzing information, great communications skills, resource management, problem solving, understanding and developing budgets, coordination, strategic planning, quality management and risk management.

  • Skills and abilities: Strong leadership and communication skills. Strong problem solving and team building skills. Must possess a mission focused mindset that thrives on delivering positive outcomes and takes pride in accomplishing goals on time and within budget. Must operate with transparency across corporate and customer contacts.

  • Required Certifications: PMP

  • Experience with ITIL and ServiceNow preferred

  • Education: BS/BA Degree.

  • Position Availability: This is contingent upon position availability in the August 2026 timeframe.

  • Location: Onsite at Quantico, VA

  • US Citizenship required

The likely salary range for this position is $127,500 - $172,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
