The primary purpose of this position is to serve as a USNORTHCOM Readiness Analyst, Defense Readiness Reporting System (DRRS) administrator and Subject Matter Expert for DoD-wide DRRS program.
Major Duties:
Qualifications: In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include: Mastery of strategy, policy, doctrine, and traditional combatant command activities as they apply to Joint Staff planning and processes along with a thorough knowledge of domestic political and military issues and a comprehensive knowledge of Federal, DOD and Joint Staff strategic planning guidance. Expert knowledge of the Defense Readiness Reporting System (DRRS) as related to Joint Operation Planning Process (JOPP) and the traditional Military Decision-Making Process facilitates complex review and analysis of Command battle staff organization and function. Knowledge and understanding of USNORTHCOM's crisis response processes and the command and control systems used by NORAD and USNORTHCOM and subordinate or component commands. Comprehensive knowledge of the relationships of the various combatant command missions and organizations and the respective agents for those commands involved in overall planning and executing military operations and evaluations. Expert knowledge of how strategic, operational, and deliberate planning and Joint Combat Capabilities Assessment (JCCA) process are conducted and exercised. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DoD military command structure, mission, relationships and economic factors to make recommendations that influence the development, interpretation, and execution of DoD regional operations planning. Knowledge of operational and contingency response requirements; service doctrine, joint doctrine, plans, command relationships, joint crisis planning process and key DoD documents to develop operational readiness plans for execution. Knowledge of Defense Readiness Reporting System (DRRS) and applications supporting readiness reporting and Joint Combat Capability Assessment (JCCA) processes, including identifying gaps/shortfalls, mitigation and risks that affect the organization's (i.e., USNORTHCOM's) missions. Knowledge of U.S. national policy, including UCP, NDS, National Military Strategy (NMS) and Joint Strategic Campaign Plan (JSCP), regional security issues, and regional military forces capabilities and functions in order to develop operations orders and crisis action plans. Knowledge of the military forces and resources required to accomplish a variety of military operations and contingencies in order to analyze and report on the ability to execute the command missions. Knowledge of joint and service exercise and deployment planning, budgeting, contracting, evaluation processes and management tools/software and hardware for JOPES and the GCCS to ensure synchronization with readiness reporting systems, processes and products and other command processes, systems and products. Skill in communicating both orally and in writing to provide seasoned consulting to operating managers and other specialists. Skill to lead team studies/analysis and to establish and maintain effective and positive working relationships. Skill to negotiate complex, controversial issues and to provide informational briefings to include options and recommendations to high level management. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
