JOB SUMMARY

The Data Analyst is responsible for the research and collection of project-related data, and the development of an analytic approach for tracking project progress and outcome measures – all in collaboration with a diverse array of stakeholders. The Analyst will support efforts to improve the use of criminal justice, human services, and other administrative data by transforming data into routine reports, dashboards, and geospatial analytics that inform MONSE’s and partner agency’s planning and operations. This role is critical in ensuring that those who live, work, and play in Baltimore have transparent access to data related to MONSE’s strategic commitments. The position requires strong alignment with City of Baltimore's and MONSE's mission, values, and strategic vision, as well as demonstrated success, sound judgment, and flexibility working in a complex, fast-paced environment. The successful candidate will deliver timely, accurate, and relevant data analysis for at least two of MONSE’s focus areas.

Reporting, Grant Compliance, and Dashboard Management

  • Grant Reporting: Prepare and deliver accurate data for quarterly grant reports, ensuring compliance with federal, state, and local funding requirements.
  • Ad-Hoc Requests: Respond to one-off and recurring data requests from internal leadership, city agencies, and the public, providing timely and accurate statistical summaries.
  • Dashboard Design: Design, develop, and maintain a suite of regular Power BI dashboards and reports for MONSE programs tailored for various audiences.
  • Data Library: Create and maintain a data library of statistics and talking points to support the Chief of Staff and Communications Chief in executive messaging.
  • Quality Assurance: Ensure all reporting products are accurate, user-friendly, and visually compelling, requiring an exceptional level of attention to detail and patience.
  • Visualization: Translate complex programmatic activities and policy considerations into clear data visualizations that track progress and highlight key trends for senior leadership.

Program Evaluation and Performance Monitoring

  • Support the design and implementation of evaluation frameworks for MONSE initiatives.
  • Partner with program staff to co-develop relevant and insightful performance indicators for effective program monitoring.
  • Conduct baseline data analyses to establish benchmarks for measuring program effectiveness and impact over time.
  • Apply a racial equity lens to all evaluation activities, ensuring that performance metrics account for equitable service delivery and outcomes.
  • Advise on data collection strategies and best practices to ensure the quality and integrity of data used for evaluation.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor’s degree in Public Policy, Social Sciences, Data Analytics, or a related field, and/or at least two years of relevant professional experience.

LICENSE, REGISTRATION AND CERTIFICATE REQUIREMENTS

KNOWLEDGE, SKILLS, AND ABILITIES

  • Demonstrated interest in or foundational experience with program evaluation, performance management, or applied social science research.
  • Required: Proficiency in designing and building reports and interactive dashboards using a data visualization tool, with a strong preference for Power BI.
  • Proven ability to manage data related tasks With a high degree of accuracy and attention to detail.
  • Strong communication and collaboration skills, with the ability to work effectively with program staff to develop metrics and explain data concepts to non-technical audiences.
  • A creative and flexible problem-solver with a focus on delivering clear, impactful, and results-oriented data products.

BACKGROUND CHECK

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed.

PROBATION

All persons, including current City employees, selected for this position must complete a 6-MONTH mandatory probation.
