Conveyance Contract TechnicianGENERAL RESPONSIBILITIES
Reviews and maintains a thorough understanding of the proper operation and function of assigned airport passenger conveyance systems to ensure effective oversight, troubleshooting, and coordination of maintenance and operational activities.
Reviews and maintains a thorough understanding of the contract requirements for multi-million-dollar operation and maintenance contracts related to passenger conveyance, such as the Automated People Mover contract, the Baggage Handling System contract, and the Vertical Conveyance contract, to ensure effective contract oversight, compliance, and contractor performance management.
Reviews and maintains a thorough understanding of project documents for construction and renovation projects applicable to passenger conveyance, including multi-year multi-million-dollar projects funded under the Capital Construction Program (CCP), Capital Operations Maintenance and Improvement Program (COMIP), and Operations and Maintenance (O&M) programs, to ensure effective project oversight, coordination, and successful delivery.
Monitors contractors’ performance on site to ensure compliance with contract terms and conditions. Identifies and documents contractor deficiencies, issues a work order for corrective action, follows up, re-inspects closed work orders, and advises/makes recommendations to the Contracting Officer’s Technical Representatives (COTRs) on the status and performance of the work.
Responds to system outages and ensures appropriate actions are being taken by contractors and stakeholders.
Performs scheduled and unscheduled inspections of work execution and system operation, documents findings, and generates reports for analysis of contractors’ performance and compliance for the Contracting Officer’s Technical Representatives (COTRs).
Provides input on the development of contract standards, budgets, tasks, and frequency of performance.
Performs technical reviews of ongoing and planned airport projects (submittals) to ensure designs and construction support safe, reliable operations and are consistent with existing infrastructure.
Interacts with airlines and other end-point customers to determine whether quantity and quality of service needs are being met.
Coordinates with Airports Authority staff, managing consultants, contractors, and government agencies to minimize operational disruptions.
May serve as Project Manager and Contracting Officer’s Technical Representative (COTR) for select contracts and projects.
Performs other duties as assigned.
QUALIFICATIONS
Five years of progressively responsible experience in the repair, maintenance, or technical oversight of passenger conveyance equipment such as automated people movers, airport passenger transport vehicles, elevators, escalators, moving walks, baggage handling systems, passenger boarding bridges, or similar transportation infrastructure (e.g., rail or transit systems).
Experience supporting the management of service contracts or projects involving conveyance or large-scale transportation infrastructure, including reviewing contract documents, performing field assessments, and coordinating with operational staff.
Knowledge of the materials, practices, and costs needed for successful work related to conveyance systems.
Ability to direct, coordinate, and monitor contractor activities during downtime events of Conveyance Systems and communicate status and operational impacts to managers.
Ability to analyze technical data and information (particularly blueprints and schematics).
Ability to assess and prioritize the conveyance system needs of the Airport.
Ability to speak and write effectively.
Skill in using a computer and modern office suite software, with an emphasis on airport operations and design review systems/software.
PREFERRED QUALIFICATIONS
5+ years’ experience working with airport conveyance equipment.
Specialized equipment maintenance, contract or project management experience at an airport or in the public transportation sector.
Knowledge of two or more of the following conveyance types: fixed guideway automated people movers, airport passenger transport vehicles, elevator or escalators, passenger boarding bridges, or baggage handling systems.
Experience with large-scale, complex capital projects within an airport or transportation environment.
EDUCATION
A high school diploma or a Certificate of General Education Development (GED).
CERTIFICATIONS AND LICENSES REQUIRED
A state driver’s license in good standing.
NECESSARY SPECIAL FACTORS
Operates vehicle landside and airside (requires AOA permit).
May be required to lift and move passenger baggage that can exceed 70 pounds during BHS outages.
Work shifts will correspond to passenger travel peaks (banks) during the evening hours and weekends.
Work is typically reviewed in progress and upon completion for accuracy, quality, quantity, timeliness, adherence to guidelines, teamwork, customer service, and other factors.
May bend, crouch, work in cramped positions, and maneuver through narrow walkways, industrial catwalks, and confined or elevated spaces.
May be subject to dust, dirt, grease, slips on oily flooring, and hazardous fumes and substances.
May be subject to potential hazards common to the airport environment, such as noise from jet aircraft, conveyance machinery, and will work within an underground fixed guideway transit system. Wears personal protective gear, as necessary.
Is subject to hold-over and recall on a 24-hour basis for essential services and emergencies such as snow removal.
