As a Contracting Officer I, you will enhance your knowledge, experience, and training that may lead to becoming a full performance Contracting Officer, while performing a wide range of pre-award and post award functions.GENERAL RESPONSIBILITIES
Participates in program reviews and pre-negotiation conferences.
Assists in the review of procurement documents.
Assists in selecting contract type based on a variety of considerations. Determines the appropriate procurement method and plans the procurement schedule.
Assists in the preparation of solicitation documents.
Conducts market research under the direction of the Contracts Manager to identify potential offerors who can satisfy solicitation requirements and meet socioeconomic goals and requirements (e.g., Small Local Business Enterprise (SLBE) program, Women’s Business Enterprise [WBE], Disadvantaged Business Enterprise [DBE], and Airport Concession Disadvantaged Business Enterprise [ACDBE]).
Assists in the preparation of price or cost analysis and attends negotiations with senior staff, as appropriate, to develop an understanding of processes and negotiation skills.
Assists in conducting reviews of submitted proposals.
For concessions contracts, assists in developing solicitations with the COTR and assists in the issuance, review, and award of concession contracts.
Assists in performing contract administration.
Keeps abreast of the organization’s strategic priorities.
Participates in mandatory and voluntary formal training.
Performs other duties as assigned.
QUALIFICATIONS
Three years of experience in business administration, acquisition and contracting, or other related work. An equivalent combination of education and experience may be considered.
Included in your years of experience must be one year of direct experience in procurements and contracts.
Knowledge of and ability to learn various types of contracts and methods of contracting for goods and services,, or concessions.
Knowledge of and ability to learn to apply contracting principles, policies, and procedures to pre-award and post-award actions.
Knowledge of and ability to ensure compliance with requirements, procedures, and special programs (e.g., Small Local Business Enterprise (SLBE) program, Disadvantaged Business Enterprise [DBE], Airport Concession Disadvantaged Business Enterprise [ACDBE] and Owner Controlled Insurance Program [OCIP]).
Ability to make detailed analyses of data and information and make recommendations.
Ability to speak and write effectively.
Skill in using a computer and office suite software, with emphasis on database and spreadsheet software.
PREFERRED QUALIFICATIONS
A bachelor’s degree in Acquisition and Contract Management, Business Administration, Public Policy, Contract Law, or a related field.
Experience in state and local government procurement and contracting.
Experience using an automated procurement processing system covering supply chain management.
EDUCATION
A bachelor’s degree in any field.
CERTIFICATIONS AND LICENSES REQUIRED
Certification by a national or federally recognized procurement certification/credentialing organization within two years of hire, promotion, or placement in the job.
NECESSARY SPECIAL FACTORS
Must meet in-service and continuing education/training requirements.
Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.
May be subject to potential hazards common to the airport environment and construction industry when performing site visits. Wears personal protective gear, as necessary.
