Job Description:
The Construction Project Engineer (Roads) - Saudi National is responsible for the technical execution and site-level management of road and highway infrastructure for the SAPL Qiddiya Infrastructure Partner (QIP). This role ensures that all construction activities align with the strategic direction of the Qiddiya Investment Company (QIC) and are seamlessly coordinated with other delivery partners You will bridge the gap between design intent and field implementation, reporting directly to the Project Director
Execution & Scope Management: Oversees the physical implementation of road works, ensuring construction adheres to approved drawings and specifications. Identifies field changes and documents variations in scope.
Construction Planning: Refines schedules and budgets for specific road segments. Monitors field progress against the baseline to ensure milestones are met without budget overruns.
Procurement & Material Oversight: Technical lead for road-specific procurement (asphalt, sub-base materials, drainage components). Interfaces with subcontractors to validate bid technicalities and ensure timely material delivery to the site.
Interdisciplinary Coordination: Synchronizes work between earthworks, utilities, paving, and electrical teams. Manages the allocation of technical field staff to ensure high-priority zones are adequately resourced.
Technical Supervision: Assists the Project Manager in controlling the fiscal and administrative health of the site. Evaluates man-hour requirements and technical skill gaps within the contractor’s workforce.
Quality & Compliance: Ensures all road engineering disciplines meet client criteria. Acts as the primary "expeditor" for action items resulting from site inspections or client walk-throughs.
Reporting: Generates detailed construction progress reports, RFI (Request for Information) logs, and technical documentation for QIC and senior management.
Contractual Integrity: Analyzes and distributes technical information to site teams to ensure work remains within the contractual framework.
Safety & Ethics: Enforces a "Safety First" culture, ensuring all road-work activities comply with corporate, contractual, and international safety standards.
Education: Bachelor’s Degree in Civil Engineering or a related construction discipline.
Experience: Minimum 10 years of experience in mega-scale construction projects.
Specialization: Proven track record in Roads and Highways construction, specifically managing multi-disciplinary teams within a large-scale infrastructure environment.
Certifications: Safety Qualification (e.g., NEBOSH or OSHA) and awareness training are highly preferred.
Communication: Fluent in English with the ability to translate complex technical issues into actionable field instructions.
Field Leadership: Demonstrated ability to manage large-scale contractor workforces in a high-pressure construction environment.
Stakeholder Navigation: Ability to operate within a matrix organization (dual reporting) and influence senior management, consultants, and contractors alike.
Operational Agility: Must function effectively under tight deadlines and time constraints, with a knack for prioritizing critical path activities.
Contractor Management: Expert-level skills in supervising subcontractors, validating work-in-progress, and negotiating technical resolutions on-site.
Follow-through: A relentless focus on closing out action items and delivering targets within a complex, multi-partner stakeholder landscape.
