Job Summary:

We support public-sector and mission-driven partners by helping deliver safe, timely, and high-quality services for children, youth, and family populations. All services are provided in accordance with applicable professional standards, ethical principles, and a strong commitment to safety, dignity, and wellbeing.

The Child and Family Welfare Specialist Advisor provides expert guidance to program leadership and client stakeholders on child safety, wellbeing, risk identification, and consistent operational practice for vulnerable populations. This role conducts substantive reviews and offers recommendations related to training, procedures, screening/assessment protocols, and quality assurance practices to support safe, compliant, and high-quality service delivery. The Advisor upholds and advances the organization’s mission, culture, and values.

Essential Functions and Responsibilities:

  • Advises program leadership and client stakeholders on child and family welfare considerations, including safety, wellbeing, and risk-informed decision-making.
  • Conducts observations and reviews to recommend improvements to staff training, procedures, policies, screening/assessment practices, and other operational processes.
  • Partners with compliance, safety, and operational teams to support adherence to contract requirements, applicable regulations, and internal standards.
  • Analyzes program data and quality indicators to identify trends, performance risks, and opportunities for continuous improvement.
  • Supports development and refinement of guidelines and procedures that strengthen service delivery and promote consistent, risk-informed practice.
  • Reviews requirements and internal policies to help implement practical procedures, training guidance, and quality controls that support consistent execution.
  • Provides subject matter guidance on child welfare indicators, escalation considerations, and culturally responsive engagement with youth and families.
  • Contributes to the development and refinement of training materials and job aids to support consistent and compliant practice.
  • Collaborates with recruiting and operational leaders to help define role requirements, support selection of qualified candidates, and ensure onboarding and training readiness.
  • Embraces and spreads the company culture and core values of service, support, and success.
  • Supports Program Manager with identifying staffing, training, and resource requirements as they pertain to the care of children and family units.
  • Recognizes diverse backgrounds and cultures of the family units and children served and provides culturally knowledgeable and sensitive services that respect individual identities, languages, and cultural traditions.
  • Establishes and nurtures stakeholder relationships, ensuring timely communication and adherence to contract guidelines and applicable regulations.
  • Ensures safeguarding of sensitive information.
  • Other duties as assigned.

Knowledge, Skills, Abilities and Qualifications:

  • Master’s degree in Social Work, Psychology, Sociology, or other relevant discipline from an accredited university (a bachelor’s degree with ten years of relevant experience can be substituted).
  • Minimum 5+ years of documented experience in child and family welfare, social work, behavioral health, or a closely related field.
  • Knowledge of program objectives, policies, procedures, and requirements for a program of this size and scope.
  • Aptitude to work cross-functionally with management, stakeholders, and clients to deliver high-quality work under pressure in a fast-paced environment.
  • Able to multi-task, be detail-oriented, organized, and demonstrate excellent verbal and written communication skills.
  • Foster a positive culture rooted in teamwork, accountability, and shared purpose.
  • Promote highly effective collaboration across functional support areas to ensure best practices are incorporated and consistently executed.
  • Experience identifying areas in need of improvement, recommending clear improvement action plans, and executing contingency plans as required.
  • Ability to maintain the highest level of confidentiality and integrity.
  • Strong computer skills and proficiency in Microsoft Office (Word, Excel, PowerPoint).
  • Travel is required to operational site offices and to attend meetings and conferences to fulfill the obligations and responsibilities of the position.
  • Must be able to work full-time hours, weekends, and holidays as needed.
  • Ability to thrive in a 24/7 fast-paced, ever-evolving environment.
  • Bilingual in Spanish (preferred)
  • Experience supporting government, public-sector, or highly regulated programs (preferred)
  • Experience working with immigrant youth and families and other vulnerable populations (preferred)
  • Experience developing and presenting training materials (preferred)

  • The applicants selected will be subject to a government background investigation and may be required to meet the following conditions of employment

Security Requirements:

  • Ability to obtain/maintain a Security Clearance.
  • Favorable credit check for all cleared positions.
  • Successfully pass a background investigation, drug screen.
  • US Citizenship
  • Valid driver’s license and ability to meet driving requirements for work-related travel, as applicable.

Work Environment

This is an onsite, full-time position.


Physical Demands  

  • Standing/Walking/Mobility: Must have mobility to attend meetings with other managers and employees. 
  • Climbing/Stooping/Kneeling: 10% of the time. 
  • Lifting/Pulling/Pushing: 10% of the time. 
  • Fingering/Grasping/Feeling: Must be able to write, type and use a telephone system 100% of the time. 
  • Sitting: Sitting for prolonged and extended periods of time.
