Child Support Project Manager– Program Management Support(telework, DC )

ICF is currently seeking a Project Manager– Program Management Support to serve as part of the leadership team supporting Program Management Services for the Office of Child Support Enforcement (OCSE), Division of Federal Systems (DFS). In this role, the Project Manager Level III provides senior-level oversight, coordination, and management of program management support activities, ensuring effective planning, execution, reporting, and quality control across OCSE initiatives.

The Project Manager is responsible for ensuring program management activities are executed in alignment with OCSE processes, schedules, and priorities, while supporting collaboration across lines of business, contractor teams, and Government stakeholders.

This role will be telework in DC.

Key Responsibilities:

  • Program Management Oversight
  • Provide senior oversight of program management support activities, ensuring all work is planned, coordinated, and executed in accordance with established requirements.
  • Oversee the preparation and management of Work Plans for supported lines of business and associated work streams.
  • Ensure dependencies across work plans, tasks, and support teams are clearly identified, understood, and managed.
  • Review work progress with task leads, line of business managers, and DFS leadership to ensure milestones, outcomes, risks, and delivery factors are addressed.
  • Reporting and Deliverables Management
  • Oversee the development and submission of consolidated Monthly Status Reports, including accomplishments, milestones, risks, issues, and planned activities.
  • Ensure meeting agendas, materials, summaries, and action items are prepared in advance and consolidated into required deliverables.
  • Ensure maintenance of centralized repositories for work products and deliverables, including support for DFS collaboration platforms.
  • Coordination and Communication
  • Ensure effective communication and collaboration between program management staff, other contract teams, system development contractors, and Government stakeholders.
  • Support coordination of meetings and ensure documentation of decisions, risks, issues, and action items.
  • Oversee administrative support activities associated with program management, including maintenance of contact lists and support for DFS-wide meetings.
  • Process and Governance Alignment
  • Ensure program management activities align with established OCSE processes, governance requirements, and program priorities.
  • Support adherence to program management, reporting, and quality expectations.
  • Ensure activities are coordinated effectively across functional areas and integrated with broader program management efforts.

Basic Qualifications:

  • B.S. in social work or related field with a minimum of 15 years of relevant child support services and enforcement experience
  • Minimum of 5 years in a leadership position
  • Eligible to complete the HHS background verification process at the Public Trust clearance level 

Preferred Skills/Experience: 

  • PMP Certification
  • Experience with the Division of Federal Systems (DFS) and the Federal Parent Locator Service (FPLS) would provide additional value
  • Background and experience in child support services and enforcement with knowledge of OCSE regulations and program implementation
  • Masters Degree in social services-related field.

  • Strong project management skills: managing resources with appropriate knowledge and skills to perform ongoing activities.
  • Creating and maintaining quality control through repeatable, managed processes.
  • Originating, managing, and controlling work plans, master/project schedules, in accordance with the Work Breakdown Structure (WBS).
  • Sound business ethics, including the protection of proprietary and confidential information.
  • Exceptional oral and written communication skills with attention to detail.
  • Analytical, problem-solving, and decision-making capabilities.
  • Ability to multi-task in a fast-paced environment, prioritizing multiple tasks while demonstrating the initiative to complete projects with minimum supervision.
  • Collaborative ability to work well both individually and in a team environment with all levels of internal staff as well as outside clients and vendors.
  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel, Project) and MS SharePoint.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$118,807.00 - $201,971.00
